Relating to redemption centers; prescribing an effective date.

Directs the Oregon Liquor and Cannabis Commission to establish a grant program to facilitate the establishment of a full-service redemption center in each city in this state with a population greater than 10,000. Appropriates moneys to the commission for awarding grants. Takes effect on the 91st day following adjournment sine die.

Relating to family dwelling units; prescribing an effective date.

Allows the owner of property outside an urban growth boundary to site an additional dwelling on the property for occupancy by a relative of the owner. Takes effect on the 91st day following adjournment sine die.

Allows the division of a portion of tracts used as golf courses on lands zoned for exclusive farm use for the purpose of siting single-unit or middle housing. Sunsets January 2, 2036. Declares an emergency, effective on passage.

Relating to minimum lot sizes for resource lands; declaring an emergency.

Quarters the minimum acreage for farm, forest and rangeland lots or parcels. Allows farm, forest or rangeland lots to be created from land without water rights if the land is subdivided to establish at least four dwellings that will share infrastructure and amenities. Declares an emergency, effective on passage.

Relating to drug endangered children.

Directs the Superintendent of State Police to establish a division for the purpose of identifying and implementing ways to better serve and protect drug endangered children. Directs the superintendent to appoint a director of the division.

Relating to treatment of minor children.

Permits a child's parent or guardian to admit the child, with or without the child's consent, to an inpatient treatment facility or program licensed by the Oregon Health Authority or the Department of Human Services for certain mental, emotional or behavioral health or substance use disorder treatment. Requires an initial assessment of the child and periodic reviews supporting the necessity of inpatient treatment. Prohibits the facility or program from declining to admit the child solely based on the child's unwillingness to consent to admission. Provides a process for a child who is 14 years of age or older to request review of the admission decision. Directs the licensing agency of the facility or program to adopt rules for the review of admission decisions. Creates exceptions. Directs the department, in consultation with the authority, to make written materials available regarding resources for families seeking mental, emotional or behavioral health treatment, or substance use disorder treatment, for minor children.

Relating to constructing child care facilities within projects for affordable housing; prescribing an effective date.

Provides that constructing a nonprofit child care facility within a project for affordable housing does not subject the project for affordable housing to prevailing wage requirements if the child care facility meets specified requirements. Provides that prevailing wage requirements do apply to the construction of a child care facility. Takes effect on the 91st day following adjournment sine die.

Relating to exemptions from estate tax; prescribing an effective date.

Provides for an additional exemption against Oregon estate tax. Phases out the availability of the exemption based on the size of the estate. Applies to the estates of all decedents who die on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

Relating to enrollment in virtual public charter schools; declaring an emergency.

Removes the requirement that a student must receive approval from the student's resident school district before enrolling in a virtual public charter school that is not sponsored by the school district if a specified percentage of students in the school district already are enrolled in virtual public charter schools that are not sponsored by the school district. Removes the requirement that a school district that does not give approval for enrollment in a virtual public charter school not sponsored by the school district must provide information about other online options available to students. Declares an emergency, effective on passage.
