Establishes Task Force on Student Success for Underrepresented Students in Higher Education. Directs task force to develop student success policy proposals focusing on increasing likelihood of student success in higher education for students from populations that are underrepresented in higher education enrollment. Sunsets task force on December 31, 2021. Declares emergency, effective on passage.

Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2022, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2027. Requires State Department of Agriculture to adopt rules governing inspection of wholly intrastate processing and sale of beef and lamb. ] Authorizes State Department of Agriculture to adopt rules establishing program of state inspection for processing and sale of meat products from amenable species, including but not limited to cattle and sheep. Authorizes department to adopt rules establishing program of state inspection for processing and sale of meat products from nonamenable species, as defined by department by rule.
Extends sunset on CourtCare pilot programs in Marion and Polk Counties to January 2, 2022. Directs county governing bodies to report on progress of CourtCare pilot programs no later than September 15, 2020. Appropriates moneys to Oregon Department of Administrative Services for distribution to counties to implement CourtCare pilot programs. Declares emergency, effective on passage.

Directs school districts to provide age-appropriate instruction in oral health as part of health education curriculum. Directs Oregon Health Authority to establish and maintain Community Dental Health Coordinator Pilot Program to support school-based oral health programs. Establishes Community Dental Health Coordinator Pilot Program Fund. Requires authority to seek funding for pilot program. Becomes operative on January 1, 2022, if fund balance is at least $200,000 on January 1, 2022. Requires Oregon Health Authority to accept claims for reimbursement of costs related to care coordination surrounding school-based oral health services. Sunsets program and fund on June 30, 2025. Declares emergency, effective on passage.
Establishes rates of compensation to be paid by Oregon Liquor Control Commission to distillery retail outlet agent for distilled liquor retail sales by agent. Sunsets rates January 2, 2025. Increases expenditure limit for Oregon Liquor Control Commission payment of expenses, from moneys other than lottery funds or federal funds for biennium ending June 30, 2021, for purpose of paying distillery retail outlet agent compensation.
Declares Oregon policy regarding Indian children. Modifies Oregon child welfare laws regarding Indian children to conform ] reconcile with provisions of federal Indian Child Welfare Act.
Restricts arbitration award from ordering disciplinary action that differs from disciplinary action imposed by law enforcement agency if arbitrator makes finding that misconduct occurred consistent with agency's finding of misconduct, and disciplinary action imposed by agency is consistent with provisions of discipline guide or discipline matrix adopted by agency as result of collective bargaining and incorporated into agency's disciplinary policies. Specifies that for purposes of collective bargaining involving sworn employees ] law enforcement officers of law enforcement agency, "employment relations" includes development of discipline guide or discipline matrix.
