Directs Department of Education to administer pilot program to provide professional development and instructional resources to component school districts through education service districts. Sunsets pilot program on January 2, 2020. Declares emergency, effective on passage.

Requires State Department of Fish and Wildlife to use dual-frequency identification sonar devices for counting fish. Allocates funds from Natural Resources Subaccount of Parks and Natural Resources Fund to department to fund purchase of dual-frequency identification sonar devices.
