Permits testing of highly automated vehicles on highways of this state under certain circumstances. Prescribes testing permit application requirements. Directs automated vehicle manufacturers to obtain additional umbrella liability insurance policies prior to testing. Directs Department of Transportation to adopt rules for testing of highly automated vehicles on highways of this state. Permits department to grant automated vehicle manufacturers testing highly automated vehicles exemptions to state equipment requirements. Imposes civil penalty for testing highly automated vehicles without testing permit. Creates offense of testing a highly automated vehicle without a testing permit or sticker. Punishes by maximum fine of $500. Defines "testing operator" to include both onboard operator and remote operator of highly automated vehicle. Requires testing operator to monitor operation of test vehicle at all times and be prepared to take control of test vehicle if necessary. Identifies testing operator as operator or driver of highly automated vehicle for purposes of certain provisions. Exempts persons testing highly automated vehicles without onboard operator on highways of this state from certain provisions of Oregon Vehicle Code if manufacturer has valid testing permit. Declares emergency, effective on passage.
Appropriates moneys from General Fund to Oregon Watershed Enhancement Board for grants to Association of Oregon Counties to fund contracted services for coordination of tide gate permitting. Appropriates moneys for position within State Department of Fish and Wildlife to provide technical support related to tide gate projects. Appropriates moneys for position within department to provide fish passage engineering services related to tide gates. Declares emergency, effective July 1, 2019.
Prohibits commercial sale of health information by covered entity, business associate, subcontractor, as defined by Health Insurance Portability and Accountability Act of 1996, or other third party, without authorization of individual whose health information would be included in sale. Makes violation of prohibition unlawful practice. ] Becomes operative January 1, 2021. ] Establishes Task Force on Protecting Health Information. Specifies membership and duties. Requires task force to report to interim committees of Legislative Assembly related to judiciary by December 1, 2019. Declares emergency, effective on passage.
Requires Oregon Health Authority to analyze ground water contaminant data and provide education in areas with ground water contaminant problems. Authorizes authority to make grants and loans for purpose of assisting rental property owners and low-income property owners with installation of treatment systems. Authorizes authority to make grants to local public health authorities and other specified entities for purposes related to ensuring safe ground water. Establishes Safe Well Water Fund and continuously appropriates moneys in fund to authority for purpose of making grants and loans. Appropriates moneys from General Fund for deposit in Safe Well Water Fund. Requires, for each dwelling unit rented by landlord for which source of drinking water is well, landlord to collect and test samples of drinking water from dwelling unit for arsenic, total coliform bacteria ] E. coli and nitrates. Becomes operative March 1, 2020.

Establishes Task Force on Rural Fire Protection District Community Development to study and develop recommendations for developing, enhancing or expanding ability of rural fire protection districts to facilitate community development efforts following natural disaster. Requires task force to report to interim committee of Legislative Assembly no later than September 15, 2020. Sunsets task force December 31, 2020. Declares emergency, effective on passage.
