Establishes Task Force on Forest Health Enhancement to design program for carrying out ] develop recommendations for certain forest-related activities. Requires task force to make every effort to report recommendations to interim ] committee of Legislative Assembly related to natural resources no later than September 15, 2020 ] by date of convening of 2020 regular session of Legislative Assembly, or as soon as possible . Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.

Appropriates moneys to Oregon Department of Administrative Services for distribution to Association of Oregon Counties to contract ] obtain and manage contracted services for provision of technical assistance and information to ] for private landowners for complying ] to facilitate compliance with certain requirements related to replacement or repair of tide gates , with priority given to tide gates with opening size of four feet or smaller. Requires Department of Human Services to complete investigations regarding applications for certificates to operate foster homes for care of children under 21 years of age no later than 120 days after department receives application. Requires Oregon Youth Authority to complete investigations regarding applications for certificates to operate foster homes for youth offenders no later than 120 days after youth authority receives application.
Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures and required fees. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative January ] July 1, 2020. Declares emergency, effective on passage.

Exempts from property taxation property consisting of machinery, equipment, tools, implements or fixtures used primarily in agricultural or horticultural activities or animal husbandry, regardless of whether property is considered real property, and adds such property to definition of "tangible personal property." Adds farming tools and implements to tax-exempt personal property and adds preparing farm crops for shipping as tax-exempt use of personal property. Takes effect on 91st day following adjournment sine die.
