Limits guardian's authority to limit protected person's preferred associations with third parties. Permits interested person to move court to review guardian's power to limit protected person's associations and requires court to conduct hearing . Permits court to remove guardian for unreasonably limiting protected person's associations or failing to perform certain duties. Requires guardian to utilize substituted judgment standard for making decisions on behalf of protected person. Permits guardian to utilize best interest standard if guardian is unable to determine protected person's preferences.
Imposes certain requirements related to private security providers who contract with or are employed by institutions of higher education to provide private security services on campus and special campus security officers commissioned by governing boards of public universities. Provides that private security professionals who provide private security services on campus and special campus security officers commissioned by governing board of public university do not have stop and frisk authority. Exempts retired member of Public Employees Retirement System from limitations on reemployment if member is reemployed by public university as special campus security officer or security officer for community college . Declares emergency, effective on passage.
Requires certain distributors and importers to register with distributor cooperatives and provide certain information to distributor cooperatives. Requires distributor cooperatives to maintain registry of all beverage containers sold and redeemed in state by all registered entities and report on registry to Oregon Liquor Control Commission. Declares intent that distributor cooperatives are granted immunity from federal and state antitrust laws for limited purpose of carrying out duties of distributor cooperative. ].
Requires school district to adopt policy requiring comprehensive district plan on student suicide prevention. Prescribes requirements of policy ] plan . Directs school district to adopt policy by beginning of 2020-2021 school year. Declares emergency, effective on passage.
Provides that person subject to certain court protective orders is prohibited from possessing firearms if person had opportunity to be heard on order and did not request hearing , failed to appear at hearing or withdrew request before hearing occurred. Punishes violation of prohibition by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires court to order relinquishment of firearms and ammunition when person is convicted of certain domestic violence offenses or subject to certain court orders. Requires person to transfer firearms and ammunition within 24 hours of court order. Requires court to notify district attorney and Department of State Police if person does not file affidavit or declaration concerning possession of firearms. ] Requires person to file declaration concerning disposition of firearms and ammunition within two judicial days of order. Authorizes contempt proceedings against person who does not file declaration. Requires law enforcement agency that takes custody of firearms pursuant to relinquishment order to notify Department of Justice and perform criminal background check prior to law enforcement agency's return of firearms. Declares emergency, effective on passage.
