Authorizes city, county, metropolitan service district or port operating certain commercial airports to adopt ordinance regulating or prohibiting possession of firearms in public buildings by concealed handgun licensees. Authorizes school district, college or university to adopt policy regulating or prohibiting possession of firearms in public buildings by concealed handgun licensees. Punishes possession of firearm in violation of ordinance or policy by maximum of five years' imprisonment, $125,000 fine, or both. Modifies definition of public building, for purposes of crime of possession of weapon in public building, to include certain airport areas, buildings owned or controlled by state or city agency and real property owned by college or university. Punishes violation by maximum of five years' imprisonment, $125,000 fine, or both. Exempts from prohibition person possessing firearm in certain airport areas when firearm is unloaded and in locked container for purposes of transporting firearm as checked baggage.

Directs Department of Corrections to determine last-known address of inmates in custody of department, if address is readily known or available to inmate, and submit information to Secretary of State. Directs secretary to adjust population data reported in federal decennial census to reflect residence status of inmates before incarceration. Requires Legislative Assembly or Secretary of State, whichever is applicable, to reapportion state into legislative districts based on adjusted population data. Requires use of adjusted population data to apportion county or municipal boundaries.

Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Modifies annual salaries of judges of Supreme Court, Court of Appeals, circuit courts and Oregon Tax Court. Provides that, beginning on July 1, 2021, annual salaries of judges may not be less than specified percentage of annual salary of judge of United States District Court. Eliminates provision connecting salaries of members of Legislative Assembly and circuit court judges. Declares emergency, effective on passage.
Requires each state agency to report to Attorney General, Public Records Advocate and public records subcommittee of Legislative Counsel Committee on number of public records requests received during preceding year, and number of those requests still outstanding after specified periods of time. Requires each state agency to include in report specified information on fee waivers and reductions.
