Updates statutory references to individual who is not citizen or national of United States to replace "alien" with "noncitizen." Directs state agencies to use "noncitizen" in rules and regulations to reference individual who is not citizen or national of United States and to update rules and regulations that use "alien" to use "noncitizen." Authorizes agencies to amend rule without prior notice or hearing for purpose of changing term or phrase in order to conform with change made by law. Makes nonsubstantive changes.

Directs Oregon Investment Council ] State Treasurer to publish annually complete list of publicly traded assets held in investment funds. Directs council and ] State Treasurer to publish information relating to assessments of ] report on climate-related financial risk to assets held in investment funds. Takes effect on 91st day following adjournment sine die.

Proposes amendment to Oregon Constitution to repeal provision requiring inmates in corrections institutions to engage in full-time work or on-the-job training. Refers proposed amendment to people for their approval or rejection at next regular general election.

Directs Oregon Department of Administrative Services to calculate Genuine Progress Indicator to measure economic and social welfare. Directs department to report on indicator to Legislative Assembly and Governor. Takes effect on 91st day following adjournment sine die.

Expands duties of Oregon Government Ethics Commission to conduct investigations, make findings and impose penalties for violations of public meetings law. Authorizes any person to file complaint with commission alleging that meetings of governing body were not in compliance with public meetings law. Directs commission to develop and present training sessions to governing bodies and public officials on public meetings law and best practices for compliance with law. Requires governing bodies and specified public officials to attend training sessions. Makes training requirements operative January 1, 2023. Takes effect on 91st day following adjournment sine die.

Exempts receipts from sales of prescription drugs and medical supplies or from provision of medical services from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.

Directs Newborn Bloodspot Screening Advisory Board to evaluate and make recommendations on adding diseases to Oregon newborn bloodspot screening panel under specific circumstances. Requires board to meet at least four times per calendar year. Subjects board meetings to public meetings law. Requires board to submit annual report to Legislative Assembly. Modifies certain board membership requirements.

Requires Director of Oregon Department of Administrative Services to study development and administration of program to make payments to essential workers for services performed during COVID-19 pandemic and report findings to interim committees of Legislative Assembly related to labor on or before September 15, 2023. Sunsets January 2, 2024.

Establishes advisory committee on state police. Requires Governor to obtain written approval of advisory committee before appointing candidate for Superintendent of State Police. Declares emergency, effective on passage.

Requires Department of Human Services to develop plan, with advice from work group, to implement Supplemental Nutrition Assistance Program Restaurant Meals Program in Oregon and report plan to interim committees of Legislative Assembly related to human services no later than September 1, 2022 ] January 31, 2023 . Declares emergency, effective on passage.
