Establishes Task Force on the State of Sports ] Sport in Oregon to make recommendations for growing businesses in athletics, team sports, outdoor activities and recreation ecosystem in order to establish Oregon as most conducive location in North America for sports economy. Requires task force to submit progress reports and final report, including recommendations for legislation, to interim committees of Legislative Assembly related to economic development. Sunsets January 2, 2026. Declares emergency, effective on passage.

Expands crime of assault in the third degree to include assault of public transit vehicle operator acting in course of official duty. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Expands crime of aggravated harassment to include knowing propulsion of bodily fluids at public transit vehicle operator acting in course of official duty. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.

Permits owner of self-service storage facility to advertise or publish notice of sale of personal property that is subject to lien once in newspaper of general circulation or on publicly accessible website that regularly advertises or offers personal property for auction or sale. Permits sale five ] 10 days after date of advertisement or publication.

Extends low income rental housing property tax exemption to housing units owned by limited equity cooperative corporations. Takes effect on 91st day following adjournment sine die.

Establishes annual salary of members of Legislative Assembly equal to annual average wage for all covered employment in Oregon for prior year. Directs that salary of members of Legislative Assembly be adjusted to conform to annual average wage for all covered employment only once every two years. Applies cost-of-living adjustment to monthly interim expense allowance received by members. Applies to pay periods beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Creates process by which person may file post-conviction relief petition due to currently available relevant forensic scientific evidence at any time after conviction.

Adds two members who are physician assistants or retired physician assistants to membership of Oregon Medical Board. Takes effect on 91st day following adjournment sine die.
