Requires that at least 25 percent of Oregon Opportunity Grant moneys be awarded to students committed to majoring in science, technology, engineering or mathematics fields. Requires that individuals demonstrating financial need be prioritized for receiving grant moneys.

Requires public bodies that make sound, video or digital recordings of public meetings to make recordings of sufficient quality to be comprehensible by persons of average faculties of vision and hearing.
Creates credit against income taxes for amounts paid as interest on qualified education loans. Applies to tax years beginning on or after January 1, 2017. Takes effect on 91st day following adjournment sine die.
