Relating to consumer engagement in the behavioral health care system; declaring an emergency.

Requires the Oregon Health Authority to develop, implement and administer a program to support consumer engagement efforts aimed at increasing and optimizing consumer involvement in planning and decision-making surrounding the access to, and delivery of, behavioral health services in this state. Requires coordinated care organizations to contribute $1 per member per month toward the consumer engagement program. Requires the authority to administer a pilot program in eastern Oregon to develop an innovative model for providing residential treatment to young adults experiencing early psychosis in conjunction with a substance use disorder. Sunsets the pilot program on January 2, 2036. Declares an emergency, effective on passage.

Relating to the use of outside counsel by the Department of Justice; prescribing an effective date.

Directs the Department of Justice to report annually to the Joint Committee on Ways and Means and the committees of the Legislative Assembly related to the judiciary on the use of outside counsel to defend state agencies in lawsuits. Takes effect on the 91st day following adjournment sine die.

Relating to the transmission of electric power.

Requires the Public Utility Commission to study electric power. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to energy not later than September 15, 2026. Sunsets on January 2, 2027.

Relating to the application of fertilizer.

Requires persons with ownership interests in at least 200 acres of irrigated land used for agriculture to annually report information about fertilizer application to the State Department of Agriculture. Authorizes the department and the Department of Environmental Quality to take certain actions related to the information. Directs the State Department of Agriculture to report on the information to committees or interim committees of the Legislative Assembly related to agriculture on or before September 15 of each odd-numbered year. Authorizes the imposition of civil penalties for a violation.

Relating to greenwashing; declaring an emergency.

Prohibits a person from publishing or causing to be published an environmental marketing claim, net zero claim or reputational advertising that is materially false, misleading, deceptive or fraudulent. Specifies what constitutes a materially false, misleading, deceptive or fraudulent environmental marketing claim or net zero claim or reputational advertising. Punishes a violation of the Act as an unlawful trade practice under the Unlawful Trade Practices Act and subjects the violator to statutory damages of $200 if a plaintiff can prove exposure to the claim or advertising and that the plaintiff purchased a product or service from the person based on the claim or advertising. Declares an emergency, effective on passage.

Relating to reusable beverage containers.

Requires a distributor cooperative to implement a managed system for reusable beverage containers that achieves certain sales and return rates. Requires certain beverage container dealers to provide shelf space for reusable beverage containers.
