Prohibits candidate or principal campaign committee of candidate from expending campaign moneys for professional services rendered by certain businesses required to be listed on candidate's statement of economic interest. Creates exceptions.

Directs agencies ] department to present report to committee or interim committee of Legislative Assembly related to public health not later than December 31, 2021 ] 2022 . Directs State Fish and Wildlife Commission to establish and periodically update list of wildlife species and other scientifically recognized categories of wildlife ] update list of prohibited species that may not be imported, possessed, sold, purchased, exchanged or transported in this state due to potential for transmission of zoonotic disease that may compromise public health, native wildlife or agricultural interest ] certain risks to public health . Authorizes commission to issue permits to bona fide scientific or educational institutions. Punishes violation by maximum fine of $6,250. ] Authorizes commission to institute civil suit for recovery of damages for violation of rule related to list of prohibited species . Prohibits person from selling, offering for sale or otherwise participating in sale or offer for sale of wildlife that is not native to Oregon and ] is sold alive for purpose of human consumption. Provides that prohibition does not apply to sale, offer for sale or other participation in sale or offer for sale of livestock or shellfish ] food fish . Punishes violation by maximum fine of $6,250. Requires commission, when adopting rules authorizing holding of wildlife, to consider public health risks, including risks of zoonotic disease transmission. Declares emergency, effective on passage.
Establishes Sound Forestry Practices Subaccount and Family Forestlands Subaccount as subaccounts of State Forestry Department Account. Requires that revenue from levy of additional privilege tax under forest products harvest tax be credited to State Forestry Department Account for deposit in Sound Forestry Practices Subaccount, Oregon Forest Resources Institute Fund and Family Forestlands Subaccount, in certain amounts. Directs State Forestry Department to use moneys in Sound Forestry Practices Subaccount to develop and apply sound forestry practices in collaboration with other state agencies. Directs department to use moneys in Family Forestlands Subaccount to provide certain support for owners of small forestlands. Expands board of directors of Oregon Forest Resources Institute to include as voting members , jointly appointed by President of Senate and Speaker of House of Representatives, one person who represents environmental community and one person who has experience with fishery or wildlife-related science. Prohibits Oregon Forest Resources Institute from expending funds for certain advertising or outreach. Requires institute to maintain records of staff interactions with certain individuals, report to Governor on records and make report publicly available.
Disconnects from federal tax provisions, including federal repeals of previously enacted limitations on deductions, by requiring additions to federal taxable income for Oregon tax purposes. Reinstates limitations on deductions for excess business loss and net operating loss carryforwards and disallows five-year carryback of net operating loss, for Oregon personal income tax purposes. Applies to tax years beginning on or after January 1, 2018, and before January 1, 2021. Reinstates lower limitation on business interest deduction, for personal income and corporate excise taxation. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2021. Requires Department of Revenue to waive penalty or interest due to underpayment or underreporting resulting from add-back requirement. Applies to tax years beginning on or after January 1, 2018, and before January 1, 2020. Takes effect on 91st day following adjournment sine die.
Permits individual who is 16 or 17 years of age and registered to vote to cast ballot in school district elections.
Establishes limits on campaign contributions that may be accepted by candidates and political committees. Establishes limits on candidate's personal contributions and expenditures. Requires Secretary of State and Attorney General to impose civil fine of not less than five times, nor more than 20 times, amount of offending contribution or expenditure. Grants Oregon electors standing to sue to enforce penalty provisions. Authorizes employee or contractor to bring civil suit if entity either requires employee or contractor to make contribution or promises or threatens any benefit or detriment if employee or contractor makes or refuses to make contribution. Imposes minimum civil award of $20,000 for violation. Becomes operative on first day of new election cycle for each public office. Declares emergency, effective on passage.
Requires Secretary of State or county clerk, rather than filer, to designate argument filed for publication in voters' pamphlet as either supporting or opposing ballot measure.
Permits person who will be 17 years old on date of primary election and 18 years old on date of general election to vote at primary election for candidates of major political party with which person is affiliated if major political party has adopted rule to this effect. Appropriates moneys from General Fund to Secretary of State for purpose of printing and counting additional ballots.
