Requires State Forestry Department to study establishment of permanent trust fund for wildfire programs. Directs department to submit findings to interim committees of Legislative Assembly related to natural resources no later than September 15, 2024. ] Increases amount of estimate of revenues that will be received from General Fund revenue sources other than corporate tax revenues for biennium beginning July 1, 2021. Requires distribution of difference between amount actually collected and amount estimated after close of 2023 regular session, first as equal per capita payments to personal income taxpayers in lieu of kicker payments, then as transfer of remainder to Oregon Wildfire Mitigation and Adaptation Fund. Establishes Oregon Wildfire Mitigation and Adaptation Fund, with interest earned by fund to be used for wildfire mitigation and community adaptation to wildfire risk. Provides for pro rata return to taxpayers of surplus revenue over adjusted estimate amount if constitutional threshold is exceeded. Declares emergency, effective on passage.

Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to completing initial interview or making conditional offer of employment and to include certain words or phrases in job application that suggest age preferences. Permits employer to seek age of applicant under certain circumstances. Removes provision that includes apprentices within scope of unlawful employment discrimination statute.

Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .
Requires sentencing court to consider as mitigation evidence whether defendant was subjected to domestic abuse that was ongoing when criminal behavior occurred and was contributing factor in criminal behavior. Provides that such evidence constitutes substantial and compelling reasons justifying downward departure sentence. Authorizes court to impose lesser sentence even if sentence is mandatory or otherwise required by law. Creates procedure by which person currently serving sentence may petition court for resentencing if person was subjected to domestic abuse that was ongoing when criminal behavior occurred and was contributing factor in criminal behavior.
