Directs authority to enter into contracts with peer-run organizations ] consumer supporter technical assistance center to provide technical and financial assistance to such organizations ] in carrying out activities that accomplish purpose of program. Requires peer-run organizations ] consumer supporter technical assistance center that contract ] contracts with authority to submit annual progress reports ] report to authority. Modifies definition of "consumer" for purposes of Consumer Advisory Council. Makes conforming changes. ] Declares emergency, effective on passage.
Abolishes annual one-hour change in time from standard time to daylight saving time and maintains Oregon on standard time for all 12 months of calendar year, except in portion of Oregon in Mountain Time Zone. Further amends law to maintain Oregon on daylight saving time, except in portion of Oregon in Mountain Time Zone. Becomes operative at 2 a.m. on second Sunday of first March following enactment of changes in federal law that allow states to adopt daylight saving time as standard of time for all 12 months of calendar year. Repeals advancement to daylight saving time standard and restores standard time for entirety of calendar year as standard of time in portion of Oregon in Pacific Time Zone if required changes in federal law have not been enacted by December 1, 2033.
Prohibits candidates for state office from accepting contributions in excess of amounts specified and from sources not specified. Prohibits certain political committees from accepting contributions in excess of amounts specified and from sources not specified. Defines "small donor committee." Establishes Task Force on the Public Financing of Campaigns to conduct analysis and determine best method or methods to publicly finance campaigns in Oregon. Sunsets task force on December 31, 2024. Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. Becomes operative November 6, 2024.
Changes name of "Oregon Global Warming Commission" to "Oregon Climate Action Commission." Modifies membership and duties of commission. Modifies state greenhouse gas emissions reduction goals. Directs state agencies to report to commission on progress toward achieving greenhouse gas emissions reduction goals. Directs Department of Environmental Quality, in consultation with commission, to evaluate opportunities to reduce Oregon's consumption-based greenhouse gas emissions and report to interim committees of Legislative Assembly related to environment no later than September 15, 2024.

Instructs State Fire Marshal to biannually report on policy, grant and incentive program, neighborhood protection cooperative program and expanded online presence. Appropriates moneys to State Fire Marshal for deposit in Community Risk Reduction Fund for purposes related to grant and incentive program. Declares emergency, effective on passage.

Requires Department of Consumer and Business Services to study how to build resiliency and efficiency into buildings. Directs department to submit findings to interim committees of Legislative Assembly related to environment not later than September 15, 2024. ] Requires State Department of Energy in consultation with Department of Consumer and Business Services to specify energy performance standard for covered commercial buildings that seeks to maximize reductions in greenhouse gas emissions, includes energy use intensity targets that apply to specific types of buildings and that provides for methods to achieve conditional compliance. Specifies requirements for State Department of Energy and discretion that department may exercise in specifying energy performance standard and developing energy use intensity targets. Requires department to notify eligible building owners concerning energy performance standard and energy use intensity targets and allows department to approve eligible building owner's use of conditional compliance method in lieu of full compliance. Permits municipality to adopt energy performance standard and greenhouse gas emission reduction standards that are more stringent or have broader application than department's standard or targets. Requires eligible building owners to report to department concerning compliance with energy performance standard. Specifies required contents of reports. Requires department to provide support program with information, training, technical assistance and telephone and electronic mail support for meeting energy use intensity targets. Specifies dates by which eligible building owners must comply with energy performance standard. Permits department to impose civil penalty for failure to comply. Directs department to establish requirement and standard under which specified eligible building owners must provide data that would allow department to set benchmark for energy use in and greenhouse gas emissions from certain covered commercial buildings. Requires department to establish program to pay incentives to eligible building owners to encourage compliance with energy performance standard. Permits department to contract with another person to administer payments. Specifies qualifications for and rates of payment. Declares emergency, effective on passage.
