Relating to investment funds.

Requires State Treasurer to exit from certain carbon-intensive investments, subject to fiduciary duties. Requires State Treasurer to develop plan to protect state investments from risks related to climate change. Requires State Treasurer to issue periodic reports on actual and planned progress towards completion of duties imposed under Act.

Relating to the Oregon Forest Resources Institute.

Transfers revenue from levy of additional privilege tax under forest products harvest tax to State Forestry Department Account for distribution to Oregon Forest Resources Institute Fund, Oregon Forest Land Protection Fund and Higher Education Coordinating Commission for Oregon State University Extension Service to implement Oregon Environmental Literacy Plan. Expands board of directors of Oregon Forest Resources Institute to include as voting members one person who represents environmental community and one person who has experience with fishery or wildlife-related science. Prohibits institute from expending funds for certain advertising or outreach. Requires institute to maintain records of staff interactions with certain individuals, report to Governor on records and make report publicly available. Instructs State Forestry Department to review and consider factual accuracy of communications and publications produced or recommended by institute. Provides that department may approve or disapprove communications or publications.

Relating to homeowners associations.

Requires Real Estate Agency to study homeowners associations. Directs agency to submit findings to interim committees of Legislative Assembly related to housing no later than September 15, 2024. ] Eliminates requirement for unanimous consent of owners of affected lots or units in planned community when method of determining liability for common expenses or right to common profits is changed.

Relating to State Department of Energy incentive programs.

Extends to January 2, 2029, sunset of program for provision of rebate for construction or installation of solar electric system or paired solar and storage system, for residential customer or low-income service provider, on real property in Oregon. Modifies definition of "paired solar and storage system." Requires State Department of Energy, under renewable energy production system grant program, to waive requirement that construction begin within 12 months of grant award if construction was delayed because of supply chain or workforce disruptions or shortages related to COVID-19 pandemic and construction began between March 1, 2020, and March 31, 2022.

Relating to prescribed fires; declaring an emergency.

Directs Department of Consumer and Business Services ] State Forestry Department to establish Prescribed Fire Liability Pilot Program and administer program or authorize Oregon Insurance Guaranty Association to administer program ]. Establishes Prescribed Fire Claims Fund in State Treasury, separate and distinct from General Fund, for purposes related to program. Instructs State Forestry Department to report to Governor and committee or interim committee of Legislative Assembly related to natural resources on performance of program on or before April 1, 2028. Appropriates moneys to department out of General Fund for deposit in Prescribed Fire Claims Fund. Provides that authorization of certain burning and of activities under Certified Burn Manager program applies on lands within forest protection district. Sunsets program and fund January 2, 2028. Declares emergency, effective on passage.

Relating to a tax credit for affordable housing lenders; prescribing an effective date.

Expands purposes for which qualified borrower may use loan proceeds, in connection with tax credits allowed for affordable housing lenders, to include limited equity cooperatives, with certain conditions. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
