Relating to the use of artificial intelligence in campaign communications; declaring an emergency.

Digest: The Act would require a disclosure of the use of AI or other similar technology in campaign ads. The Act would create a way to enforce the requirement and to impose a fine for violations. (Flesch Readability Score: 60.7). Requires a disclosure of the use of synthetic media in campaign communications. Provides for the enforcement of the requirement. Relating to protections for warehouse workers.

Digest: Makes quota guidelines for some warehouse workers. Not following this Act is a reason to make a claim to BOLI. (Flesch Readability Score: 69.7). Creates rules and standards for warehouse employees' quota requirements. Creates an exemption for certain employers who are subject to a collective bargaining agreement that meets certain criteria. Establishes a procedure through Bureau of Labor and Industries if employers violate the Act. Provides that an employer's failure to comply with requirements shall subject the employer to civil penalties. Modifies certain biennial appropriations made from the General Fund to the Bureau of Labor and Industries.

Relating to child abuse; declaring an emergency.

Digest: The Act creates a new fund for a current grant program that provides moneys for child abuse response programs. The Act directs DOJ to create a one-time grant program to expand access to services and supports from CACs. (Flesch Readability Score: 69.5). Relating to funding for expanded learning opportunities; declaring an emergency.

Digest: Directs ODE to fund summer learning programs and to study how to provide learning during nonschool hours. (Flesch Readability Score: 60.1). Requires the Department of Education to establish and administer the Summer Learning Grant program. Establishes requirements of the program. Relating to behavioral health.

Digest: The Act changes current laws about where police may take a person who is in public while on drugs or drunk. The Act expands how long a person may be held after being given an opioid reversal drug. (Flesch Readability Score: 71.7). Permits a police officer to take a person who is publicly intoxicated or under the influence of controlled substances, but who is not incapacitated, to their dwelling or, if the person is unable to identify a dwelling, to a treatment facility or sobering facility. Allows a person who has recently received an opioid reversal medication to be admitted to a treatment facility or sobering facility until the person is medically stable and has had a reasonable opportunity to engage in case management, or 72 hours after admission, whichever occurs first.

Digest: The Act changes the process for setting aside offense convictions and dismissals and contempt findings. The Act makes some of the same changes for setting aside GEI judgments. [ Authorizes the court to waive remaining fines and fees upon entry of the order. ] Specifies a process for when a person has outstanding financial obligations and authorizes the court to waive such obligations under specified circumstances. Provides that the required time period prior to filing the motion, during which the person is required to have no convictions, applies to motions to set aside convictions and certain arrests, charges and citations only. Provides that the dismissal of a traffic violation citation may not be set aside. Directs the Judicial Department to annually submit a report to the interim committees of the Legislative Assembly related to the judiciary concerning motions to set aside.

Relating to voter registration; prescribing an effective date.

Digest: The Act makes laws with respect to certain health care employee work schedules and on-call shifts. The Act makes laws with respect to hospital financial reporting and transparency. The Act directs hospitals to report to the OHA. The Act permits the OHA to impose penalties against hospitals that fail to comply with the law. (Flesch Readability Score: 61.5). Imposes requirements on hospitals regarding predictive scheduling and on-call shifts. Digest: Bans the recoupment of certain costs if the costs are from the fault of a utility. Makes an electric company make a report on any fire event that is caused by a power line. Allows the report to be used as evidence. Specifies the economic damages allowed for property damage caused by a wildfire. (Flesch Readability Score: 61.5). Prohibits the recovery from customers of certain costs and expenses that a public utility incurs as a result of negligence or a higher degree of fault on the part of the public utility. Requires an investor-owned electric utility to provide an incident report to the Department of the State Fire Marshal and the State Forestry Department whenever a fire-related incident occurs that is caused by the utility's electric power line and to provide a copy of the incident report to the Public Utility Commission. Provides that the incident report may be used as evidence. Specifies the recoverable economic damages allowed for damage or injury to property caused by a wildfire. Allows the use of other objectively verifiable information to determine fair market value.
