Relating to deputy district attorneys.

Requires the Oregon Department of Administrative Services to study the possibility of the state funding the salaries of deputy district attorneys. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

Relating to reimbursement rates for air ambulance services.

Requires the Oregon Health Authority and coordinated care organizations to provide reimbursement for air ambulance services provided to medical assistance recipients at rates in accordance with the national Ambulance Inflation Factor.

Relating to tax incentives for financial institution lending in rural areas; prescribing an effective date.

Creates an Oregon tax subtraction for interest received by financial institutions from loans made for the purchase or improvement of agricultural real estate, rural residences and coastal fishing boats. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Exempts from commercial activity subject to the corporate activity tax interest received by financial institutions from loans made for the purchase or improvement of agricultural real estate, rural residences and coastal fishing boats. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

Relating to funding to develop successful children; declaring an emergency.

] Appropriates moneys from the General Fund to the [ Oregon Department of Administrative Services ] Department of Early Learning and Care for distribution to seven entities to support the development of successful children in this state. Declares an emergency, effective July 1, 2025.

Relating to agricultural research.

Requires the State of Oregon to contribute a 50 percent match for every donation of $10,000 or more made to the Oregon State University Foundation for the express purpose of supporting agricultural research with emphasis on cereal grains, to the extent moneys are available. Appropriates moneys to the Higher Education Coordinating Commission for allocation to the Oregon State University Foundation.

Instructs the State Department of Fish and Wildlife to identify certain areas as wildlife management units or herd ranges and undertake predator control in the wildlife management units or herd ranges until certain criteria are met.
