Modifies abbreviated school day program requirements. Requires that parent or foster parent must give informed and written consent for student with disability to be placed on program. Prescribes duties of school district superintendent and Department of Education in relation to abbreviated school day programs. Directs school districts to provide notice to parents or foster parents of every student with disability who was on abbreviated school day program at end of 2022-2023 school year or who had abbreviated school days during 2022-2023 school year. Prescribes requirements of notice. Declares emergency, effective on passage.

Requires Department of Transportation to study issues related to abandoned recreational vehicles. Directs department to submit findings to interim committees of Legislative Assembly related to transportation not later than September 15, 2024. Takes effect on 91st day following adjournment sine die.
Directs State Board of Education to adopt by rule standards by which certain students may take assessment to satisfy high school diploma requirements. Allows certain persons who pass practice high school equivalency test to be eligible to enroll in public school and earn high school diploma. Directs public universities and community colleges to accept academically accepted document to validate military occupational experience for purpose of awarding academic credits.
Requires every school district to ensure that school-based mental health professional and school-based nurse is located at every school of school district. Allows school-based nurse to make recommendations for visit to health care professional or specialist and directs nurse to assist student or student's parent or guardian in visiting professional or specialist at no cost or reduced cost. Allows education service districts to have health care professionals work in schools of component school districts, if agreed to by school district. Prescribes requirements of health care provided at school by education service district health care professional. Expands purposes of school-based health centers to include provision of services to all members of community and to provide training opportunities for students interested in careers in health care professions.
Provides that Oregon estate tax is imposed only on estates of decedents dying on or before January 1, 2023. Takes effect on 91st day following adjournment sine die.
