Urges Congress to ratify United States-Mexico-Canada Agreement. Urges President of United States to remove steel and aluminum tariffs on Canada and Mexico.
Allows counties in eastern Oregon with population less than 50,000 to approve land use applications on certain nonresource, rural lands for industrial or commercial uses that are inconsistent with zoning of such lands.
Authorizes use of landowner damage tag on adjacent property with consent of owner of adjacent property. Removes sunset on landowner damage tag program.
Proposes amendment to Oregon Constitution directing Legislative Assembly to enact property tax relief program for owner-occupied principal dwellings of certain seniors. Refers proposed amendment to people for their approval or rejection at next regular general election.
Establishes program within Housing and Community Services Department to provide supplementary loans to individuals for new energy efficient manufactured dwellings. Establishes Manufactured Home Replacement and Decommissioning Fund for loan program. Appropriates moneys to the fund. Takes effect on 91st day following adjournment sine die.
Declares state policy regarding fighting of wildfires on unprotected land. Authorizes State Fire Marshal to enter into agreements with public and private entities for use as needed of equipment capable of utilization for fighting wildfires on unprotected land. Authorizes State Fire Marshal to dispatch equipment under agreement as State Fire Marshal deems appropriate. Authorizes Governor, upon recommendation of State Fire Marshal, to dispatch available public or private resources of any type for purpose of assisting persons fighting wildfire on unprotected land. Creates Wildfire Resource Fund. Appropriates fund moneys for use by State Fire Marshal in providing equipment or firefighters to assist persons fighting wildfire on unprotected land. Appropriates moneys to Wildfire Resource Fund for biennium beginning July 1, 2019. Declares emergency, effective July 1, 2019.
Requires Secretary of State to establish rules authorizing licensed use of state seal on goods, wares and merchandise. Authorizes secretary to collect licensing and royalty fees.
For urban renewal plan proposed on or after July 1, 2019, that includes public building project, requires concurrence of at least three of four taxing districts estimated to forgo most property tax revenue under proposed plan. Requires notice of hearing on proposed urban renewal plan or substantial amendment or change to plan to contain statement that adoption may affect property tax rates for standard rate urban renewal plans or reduced rate plans whose consolidated billing tax rate includes tax pledged to repay exempt bonded indebtedness approved on or before October 6, 2001. Excludes from consolidated billing tax rate of urban renewal plans adopted or amended on or after effective date of Act tax pledged to repay exempt bonded indebtedness approved on or after effective date of Act. Provides that for purposes of 20 percent limit on amount of land added by amendments to total land area of original urban renewal plan, calculation of total land area excludes reductions of land area made after original plan was adopted. Requires urban renewal agency's annual statement to include maximum indebtedness for each urban renewal area included in urban renewal plan of agency, including amount of indebtedness incurred through end of preceding fiscal year. Requires statement to be distributed to each taxing district affected by urban renewal plan of agency. Takes effect on 91st day following adjournment sine die.
Establishes Homeownership Repair and Rehabilitation Program within Housing and Community Services Department to provide grants to entities providing financial assistance to persons in low income households for repair and rehabilitation of residences. Establishes Homeownership ] Home Repair and Rehabilitation Program ] Fund to support program. Requires 50 percent of fund to be administered by community action agency network. Establishes Healthy Homes Program within department to research housing health hazards and to provide revolving funds for organizations addressing housing health hazards. Establishes Healthy Homes Revolving ] Fund to support program. Appropriates moneys from General Fund to department for deposit into both funds. Makes programs operative January 1, 2020. Declares emergency, effective July 1, 2019.
Changes minimum contract price at which prevailing rate of wage applies to public works projects from $50,000 to amount that Oregon Department of Administrative Services determines by rule. Specifies that department must set contract price at $64,000 for year ending on December 31, 2020, and each year by March 31 must specify new contract price that reflects percentage change in U.S. City Average Consumer Price Index for previous calendar year. Becomes operative January 1, 2020. Takes effect on 91st day following adjournment sine die.
