Provides that person or public body that establishes gun-free zone is liable for damages resulting from certain crimes committed in gun-free zone, if reasonable person would believe that possession of firearm could have helped individual defend against crime.

Directs Department of Education, in consultation with STEM Investment Council, to develop statewide, long-term strategic plan to provide computer science education. Requires department to coordinate with council to submit annual report to interim committee of Legislative Assembly related to education. Sunsets January 2, 2028. Establishes computer science as subject for which department must provide academic content standards. Encourages school districts and public charter schools to offer students courses or other instructional opportunities in computer science. Declares emergency, effective on passage.
Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper degree of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Requires marijuana testing laboratory employee to obtain worker permit from commission. Directs Department of Revenue to make quarterly distributions from Oregon Marijuana Account to Oregon Criminal Justice Commission for costs incurred in awarding grants to community-based organizations. Requires commission to report to interim committees of Legislative Assembly on recommendations for changes to funding for grant program. Delays sunset of program until June 30, 2025. Directs department to make one-time transfer of funds to cities and counties in this state. Declares emergency, effective on passage.
Authorizes Health Licensing Office to issue sign language interpreter license to qualified applicant. Defines "sign language interpreter." Prohibits unlicensed provision of signed language interpretation services. Creates exceptions to prohibition. Allows office to impose discipline for certain violations. Directs office to provide administrative and regulatory oversight to sign language interpreter program. Establishes State Board of Sign Language Interpreters within office. Adds to cancers covered by rebuttable presumption of occupational disease for eligible nonvolunteer firefighters. Requires Workers' Compensation Management-Labor Advisory Committee to review material published by National Institute for Occupational Safety and Health related to cancers associated with nonvolunteer firefighters.

Extends look-back period used to determine Unemployment Compensation Trust Fund solvency level from 10 years to 20 years. Provides that calendar years 2020 and 2021 may not be considered high benefit cost period for purposes of making determinations of solvency level of fund. Provides that employers' experience ratings used to determine 2020 unemployment insurance tax rates shall be used to determine rates for 2022, 2023 and 2024. Provides deferral of up to one-third of 2021 unemployment insurance taxes for employers whose tax rates increased by 0.5 percentage points or more from 2020 to 2021. Authorizes forgiveness of percentage of deferrable taxes according to tax rate increase brackets. Reduces fund adequacy percentages used to determine employer tax rate schedules. Broadens kinds of property that may be received for Unemployment Compensation Trust Fund. Takes effect on 91st day following adjournment sine die.
