Relating to agricultural overtime; prescribing an effective date.

Directs Employment Department to develop Agricultural Worker Overtime Relief Payment Program to provide eligible agricultural workers with payments for hours worked beyond 40 hours but not exceeding 48 hours per workweek. Requires employers to pay overtime to agricultural workers who work in excess of 48 hours per workweek. For agricultural workers who earn agricultural salary and for agricultural workers who perform work during peak labor period, sets maximum allowable hour threshold before employer is required to pay overtime to 55 hours per workweek. Repeals provisions related to refundable income or corporate excise tax credit allowed to employer for excess amount of wages paid as overtime pay for agricultural workers. Takes effect on 91st day following adjournment sine die.

Relating to an increase in the contract price at which the prevailing rate of wage applies to a contract for public works; prescribing an effective date.

Changes minimum contract price at which prevailing rate of wage applies to public works projects from $50,000 to amount that Oregon Department of Administrative Services determines by rule. Specifies that department must set contract price at $64,000 for year ending on December 31, 2024, and each year by March 31 must specify new contract price that reflects percentage change in U.S. City Average Consumer Price Index for previous calendar year. Becomes operative January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to tolling; declaring an emergency.

Prohibits Oregon Transportation Commission from establishing toll on Interstate 205 or Interstate 5. Provides exception for tolls on Interstate 5 bridges that cross Columbia River. Directs Department of Transportation to conduct analysis of alternative funding sources for specified bridge projects. Sunsets report January 2, 2024. Declares emergency, effective on passage.

Relating to homeless youth; declaring an emergency.

Establishes pilot program to provide funding to school districts for purposes of increasing access to schools by homeless students and improving academic achievement of homeless students. Directs Department of Education to award grants to school districts participating in pilot program from Statewide Education Initiatives Account. Sunsets pilot program July 1, 2026 ] 2025 . Directs Department of Education to submit report on homeless students, including pilot program, to interim committees of Legislative Assembly related to education. Directs Department of Education to develop and implement statewide education plan for homeless students. Declares emergency, effective on passage.

Relating to the release of booking photos.

Authorizes law enforcement agency to release booking photo upon second or subsequent arrest of person depicted in photo within 12-month period, or when person depicted in photo is missing person.

Relating to participation in athletic competitions according to biological sex.

Requires school districts to designate athletic competitions and extracurricular sports according to biological sex. Prohibits biological males from participating in athletic competitions or extracurricular sports designated for biological females. Provides causes of action for students and school districts.
