Relating to filling vacancies in partisan elected offices.

Requires party to nominate between three and five qualified persons to fill vacancy when vacancy occurs in partisan elective statewide office and individual last elected to office was affiliated with major political party. Requires Governor to select one of nominated persons for appointment. Establishes timelines for nomination and appointment.

Relating to coercion.

Clarifies that for purposes of crime of coercion, person compels or induces another person to engage in conduct from which other person has legal right to abstain if person compels or induces woman to terminate woman's pregnancy.

Relating to expansion of infrastructure in rural areas; declaring an emergency.

Directs Oregon Broadband Advisory Council to study issues related to expansion of broadband capacity and access. Requires council, based on findings of its study, to establish statewide broadband plan and submit report to interim committees related to economic development on or before September 15, 2020. Authorizes council to propose legislation for 2021 regular session based on its findings with respect to study of public-private partnerships. Appropriates moneys to Oregon Business Development Department for Rural Broadband Capacity Pilot Program grants for broadband infrastructure projects in rural areas that lack adequate broadband access. Declares emergency, effective on passage.

Relating to abortion.

Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.

Relating to reporting requirements for labor organizations.

Requires labor organization that is exclusive representative of public employees to prepare annual financial disclosure report describing labor organization's expenditures of moneys collected by and paid to labor organization. Requires labor organization to submit copy of report to Employment Relations Board each year. Requires board to make report available to public employees within bargaining unit and make report accessible to public on Internet. Allows board to impose civil penalties against labor organization that fails to comply with reporting requirements.

Relating to stream gauges in Klamath Basin.

Directs Oregon Department of Administrative Services to distribute moneys to Klamath County to acquire and install stream gauges in Klamath Basin. Appropriates moneys to department for distribution to Klamath County.

Relating to eastern Oregon nonresource lands.

Allows counties in eastern Oregon with population less than 50,000 to approve land use applications on certain nonresource, rural lands for industrial or commercial uses that are inconsistent with zoning of such lands.
