Authorizes administrator of Oregon Prescription Drug Program to contract with pharmacy benefit manager and to establish state-managed wholesale or retail drug distribution or dispensing system. Modifies duties of Task Force on the Fair Pricing of Prescription Drugs and extends sunset on task force. Declares emergency, effective on passage.
Provides for additional exemption against Oregon estate tax. Phases out availability of exemption based on size of estate. Applies to estates of decedents dying on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Requires Department of Consumer and Business Services to investigate methods for collecting information about rebates and markups used in pharmaceutical supply chain and to report to interim committees of Legislative Assembly recommendations for collecting information. Authorizes department to access, use and disclose data from all payer, all claims database under specified conditions. Modifies increase in price of prescription drug that triggers pharmaceutical manufacturer's obligation to report data under Prescription Drug Price Transparency Act. Requires prescription drug manufacturers to respond promptly to requests by department in administering Prescription Drug Price Transparency Act. ] Allows department to disclose information about consumers' notifications of increases in prices of prescription drugs but not personally identifiable information about consumers. Modifies membership of, charge to and reporting requirements for Task Force on the Fair Pricing of Prescription Drugs. Extends sunset of task force to December 31, 2022. Declares emergency, effective on passage.
Provides, for purposes of ad valorem property taxation, frozen assessed value for homestead of individual at least 68 years old, or person with disability, if homestead and individual would be eligible for homestead property tax deferral program but for fact that homestead is pledged as security for reverse mortgage. Provides that frozen assessed value equals assessed value of homestead for property tax year immediately preceding first property tax year to which valid claim relates. Provides for unfreezing of assessed value if new property or new improvements are added to tax account of homestead. ] Provides that, after occurrence of certain circumstances, assessed value shall be what it would have been if homestead had never been granted frozen assessed value ] homestead shall be assessed and taxed as other property similarly situated is assessed and taxed . Sunsets program after six years. Grandfathers homesteads granted frozen assessed value before sunset. Takes effect on 91st day following adjournment sine die.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Directs Higher Education Coordinating Commission to provide mission differentiation funding if specified enrollment threshold is met. Declares emergency, effective on passage.
Repeals driving privilege suspension and eliminates imposition of driving privilege restrictions for failure to pay fine. Becomes operative October 1, 2020. Authorizes Department of Transportation to take certain actions before operative date of Act. Declares emergency, effective on passage.
Requires professional licensing boards to consider homeschool diploma to be equivalent to high school diploma for purposes of licensure, certification or other authorization needed to provide occupational or professional service. Declares emergency, effective on passage.
