Redirects employee contributions made by member of system from individual account program to account to be used to pay for member's pension or other retirement benefits accrued on or after January 1, 2020. For years beginning in 2020, caps at $100,000 annual salary used to calculate final average salary for purposes of Public Employees Retirement System. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party.

Requires member of individual account program of Public Employees Retirement System and member's employer to each contribute three percent of member's salary to individual account program. Prohibits employer from making or paying other contributions to individual account program for or on behalf of member.

Creates crime of patronizing a trafficked child. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both, if victim is child under 18 years of age. Punishes by maximum of five years' imprisonment, $125,000 fine, or both, if conviction is based on offer by or to law enforcement officer posing as child under 18 years of age. Directs Oregon Criminal Justice Commission to classify offense as person felony in specified crime category. Excludes certain evidence of past behavior of alleged victim or witness in prosecution for patronizing a trafficked child. Authorizes ex parte order for interception of communications when probable cause for patronizing a trafficked child exists. Adds crime of patronizing a trafficked child to definition of sex crime for purposes of sex offender registration. Adds crime of patronizing a trafficked child to list of crimes constituting racketeering activity. Adds allowing child to patronize a trafficked child to definition of child abuse. Repeals crime of purchasing sex with a minor.

Appropriates to Department of Education for State School Fund amount determined by Quality Education Commission to be sufficient to ensure that state's system of kindergarten through grade 12 public education meets quality goals. Declares emergency, effective July 1, 2019.

Establishes proceeding whereby person may obtain court order temporarily excluding legislator or other elected official from Capitol or other workplace, if court determines that reasonable cause exists for physical presence of legislator or elected official in Capitol or other workplace to create hostile environment for others. Establishes limits on duration of exclusion order. Takes effect on effective date of constitutional amendment proposed by Senate Joint Resolution 10 (2019).

Prohibits permanent rule from being in effect for longer than six years. Permits replacement by identical rule based on finding of continued need for rule.

States opposition to United Nations Security Council Resolution 2334, urges strengthening of United States-Israel relationship and calls for direct, bilateral negotiations to resolve Israeli-Palestinian conflict.

Directs Public Employees Retirement Board to study options for allowing retired members of the Public Employees Retirement System to be reemployed by participating public employer and for member and employer to make contributions to system to be applied against unfunded liabilities of system. Directs board to report to appropriate committee or interim committee of Legislative Assembly.

Condemns Boycott, Divestment and Sanctions (BDS) movement and reaffirms right of Israelis and Palestinians to live safely and free from fear and violence. Rejects actions by BDS movement that undermine efforts to achieve negotiated two-state solution that upholds rights of Israelis and Palestinians to national self-determination.

Proposes amendment to Oregon Constitution establishing independent redistricting commission to adopt redistricting plans for Senate, House of Representatives and United States Congress. Refers proposed amendment to people for their approval or rejection at special election held on same date as next primary election.
