Proposes amendment to Oregon Constitution to require vote of at least two-thirds of all members elected to each House of Legislative Assembly to pass bills during even-numbered year regular session of Legislative Assembly. Refers proposed amendment to voters for their approval or rejection at next regular general election.
Directs State Forestry Department to study capacity of Oregon's nursery industry to provide seedlings for reforestation following forest fires and report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Sunsets January 2, 2023.
Exempts receipts from sales of prescription drugs, feminine hygiene products, diapers and baby formula from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.
Directs Department of Education to establish voucher program for students from low-performing schools. Establishes Department of Education Voucher Account. Continuously appropriates moneys to Department of Education for payment of department's expenses under program. Establishes Treasurer Voucher Account. Continuously appropriates moneys to State Treasurer for payment of treasurer's expenses under program. Establishes Oregon Voucher Account within State School Fund. Continuously appropriates moneys to Department of Education for purpose of making transfers under program. Declares emergency, effective on passage.
Increases rate of privilege tax imposed on Oregon motor vehicle dealers upon retail sale of taxable motor vehicle and rate of use tax imposed on storage, use or other consumption in this state of taxable motor vehicle purchased at retail. Applies to any taxable motor vehicle sold at retail in any jurisdiction within or outside this state that is registered by purchaser residing within boundaries of metropolitan service district to address within district. Directs revenue from increase in privilege tax to be used to supplement rebates otherwise made under zero-emission and electric vehicle rebate program and Charge Ahead Oregon Program with respect to taxable motor vehicles registered by purchaser residing within metropolitan service district to address within district. Requires electric companies to invest amount in programs to support acceleration of transportation electrification that is equal to no less than one-half of one percent of total rates collected annually from retail electricity consumers located within part of service area that is within Portland metropolitan service district. Modifies provisions relating to transportation electrification. Directs Public Utility Commission to submit annual report to Legislative Assembly on programs. Takes effect on 91st day following adjournment sine die.

Establishes Joint Committee on Respectful and Safe University Campuses. Directs joint committee to hold public hearings to study culture, policies, practices and procedures certain institutions utilize to prevent and respond to allegations of sexual and racial discrimination, harassment and misconduct. Authorizes joint committee to subpoena witnesses and documents. Permits joint committee to appoint one or more independent investigators to conduct audit of certain institutions and prepare, and submit to joint committee, report with findings and recommendations no later than December 31, 2021. Authorizes joint committee to request legislation for presession filing to be considered during 2022 regular session or 2023 regular session.
Requires insurer and health care service contractor to count payments made on behalf of enrollee for costs of care toward enrollee's out-of-pocket maximum or cost-sharing.
