Relating to kratom; and prescribing an effective date.

Establishes regulations for kratom products, including testing standards, labeling requirements and minimum age for sale. Prohibits sale of kratom products unless kratom product derives from processor registered with State Department of Agriculture. Directs department to adopt rules to carry out regulations. Authorizes imposition of civil penalty for certain violations. Creates crime of unlawful distribution, sale or exposure for sale to individual under 21 years of age. Punishes by maximum of 30 days' imprisonment, $1,250 fine, or both. Appropriates moneys from General Fund to State Department of Agriculture for carrying out provisions of Act. Increases limitation on expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by Department of Justice for carrying out provisions of Act. Takes effect on 91st day following adjournment sine die.

Relating to substance abuse treatment; and prescribing an effective date.

Requires Oregon Health Authority to adopt rules requiring opioid treatment center, as condition for approval to operate in this state, to accept Medicare payments as reimbursement for cost of services provided by center. Takes effect on 91st day following adjournment sine die.

Relating to accessory dwelling units in rural residential areas; and declaring an emergency.

Authorizes county to allow owner of lot or parcel within rural residential zone to construct one accessory dwelling unit on lot or parcel, subject to certain restrictions. Specifies that single-family dwelling and accessory dwelling on same lot or parcel are considered single unit for purposes of calculating exemptions from ground water rights requirements. Declares emergency, effective on passage.

Relating to the cost of prescription drugs.

Requires insurer offering health plan, or person acting on behalf of insurer, to reduce enrollee cost sharing for prescription drugs by 85 percent of rebates received by insurer.

Prohibits public bodies and private entities from requiring person to receive COVID-19 vaccination or to possess COVID-19 immunity passport, immunity pass or other evidence certifying COVID-19 vaccination or immunity status. Prohibits public bodies and private entities from discriminating against person based on non-receipt of COVID-19 vaccination or failure to possess COVID-19 immunity passport, immunity pass or other evidence certifying vaccination or immunity status. Prohibits public bodies and private entities from interfering with certain rights on account of risks presented by COVID-19 pandemic. Declares emergency, effective on passage.

Relating to conforming estate tax to federal basic exclusion amount; prescribing an effective date.

Provides that, for estate of decedents dying on or after January 1, 2021, Oregon estate tax is not due unless value of Oregon taxable estate equals or exceeds $11.7 million. Raises threshold for filing of estate tax return to gross estate valued at or more than $11.7 million. Adjusts exclusion amount and filing threshold for inflation. Takes effect on 91st day following adjournment sine die.
