Removes transfer and reporting requirements relating to the State Forestry Department Cash Flow Repayment Fund. Provides for a grant program for retrofitting of dwellings for wildfire resilience. Authorizes the Water Resources Commission to approve a Deschutes River water bank pilot program. Establishes certain requirements for the pilot program. Increases Water Resources Department expenditure limitation authority to fund the pilot program. Sunsets the pilot program on January 2, 2034.
Creates workplace violence prevention requirements for certain health care entities. Excludes the Oregon State Hospital from such requirements. Requires the Department of Consumer and Business Services to prepare and submit a consolidated report of workplace violence incidents. Requires certain health care employers and home care settings to take certain actions to protect workers against risks of violence and other safety-related risks.

Requires an Internet service provider to issue a prorated bill credit to a consumer for any service outage that lasts longer than one hour. Requires a provider to maintain records of all outages and bill credits for at least three years.
