Exempts employers of noncitizens in agricultural labor who are not eligible for unemployment insurance benefits from liability for contributions related to that labor. Takes effect on the 91st day following adjournment sine die.

Allows an operator offering or providing facilities for an inherently dangerous sporting activity to require a patron to provide an anticipatory release from certain claims for liability, including claims arising out of the negligence of the operator and claims for unreasonable conditions created by the operator. Provides that the release is not unconscionable. Declares an emergency, effective on passage.

Provides that an admission or a finding that a crime constitutes domestic violence is not an element of the crime for merger purposes. Modifies when a person is guilty except for insanity. Modifies the meaning of "sexually explicit conduct" for certain crimes involving children. Directs the Oregon Criminal Justice Commission to classify invasion of personal privacy in the first degree as a crime category 8 on the sentencing guidelines grid when the victim is a minor.
Removes authority to appoint the Director of the Department of Environmental Quality from the Environmental Quality Commission and provides appointment authority to the Governor. Makes appointment subject to Senate confirmation.
Repeals the corporate activity tax. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
