Extends sunset on CourtCare pilot programs in Marion and Polk Counties to January 2, 2022. Directs county governing bodies to report on progress of CourtCare pilot programs no later than September 15, 2020. Appropriates moneys to Oregon Department of Administrative Services for distribution to counties to implement CourtCare pilot programs. Declares emergency, effective on passage.

Directs school districts to provide age-appropriate instruction in oral health as part of health education curriculum. Directs Oregon Health Authority to establish and maintain Community Dental Health Coordinator Pilot Program to support school-based oral health programs. Establishes Community Dental Health Coordinator Pilot Program Fund. Requires authority to seek funding for pilot program. Becomes operative on January 1, 2022, if fund balance is at least $200,000 on January 1, 2022. Requires Oregon Health Authority to accept claims for reimbursement of costs related to care coordination surrounding school-based oral health services. Sunsets program and fund on June 30, 2025. Declares emergency, effective on passage.
Exempts receipts from sales of prescription drugs by licensed pharmacies from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality and make reports to TriMet's board of directors as needed.
Declares legislative support for survivors of sexual violence. Pledges to work toward creating an Oregon that is safe for all survivors of sexual violence.
Directs certifying agencies to certify to United States Citizenship and Immigration Services, within specified time, victim helpfulness in detecting, investigating or prosecuting qualifying criminal activity. Specifies certification procedures. Directs certifying agencies to report annually to Oregon Criminal Justice Commission beginning June 1, 2020 ] 2021 . Directs staff of interim committees related to judiciary to compile reports and provide to Oregon Criminal Justice Commission within 90 days. ] Directs commission to prepare comprehensive report within 90 days and submit report to interim committees related to judiciary. Sunsets reporting requirement on January 2, 2022 ] 2023 .
Provides that brownfield granted property tax incentive benefit under chapter 96, Oregon Laws 2016, is eligible for ] may be granted any other special assessment, exemption or partial exemption granted under other law ] for which such property is eligible. Provides that total amount of all property tax benefits granted to brownfield under any law may not reduce property tax liability below zero for any property tax year. Provides that eligible costs of brownfield for purposes of determining property tax incentive benefit under chapter 96, Oregon Laws 2016, shall be reduced by any special assessment, exemption or partial exemption granted to brownfield under any law other than chapter 96, Oregon Laws 2016. ] Requires jurisdiction granting brownfield property tax incentive benefit to specify how jurisdiction intends to apply multiple property tax benefits and to notify county assessor of intended application. Takes effect on 91st day following adjournment sine die.
Provides that labor organization's charging certain employees reasonable fees and costs for representation that is unrelated to negotiation of collective bargaining agreement is not unfair labor practice. Makes conforming changes. Declares emergency, effective on passage.
Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.
Authorizes Department of State Lands to perform work to acquire and restore operation of Willamette Falls navigation canal and locks.
