Relating to tutoring; prescribing an effective date.

Creates credit against income taxes for expenses incurred for services of tutors. Establishes criteria including income eligibility. Provides that taxpayer may either claim tax credit or use tutoring reimbursement program. Directs Department of Education to make determinations of eligibility for tax credit or tutoring reimbursement program. Applies to tax years beginning on or after January 1, 2021, and before January 1, 2027. Directs Department of Education to develop tutoring reimbursement program. Establishes criteria including income eligibility. Establishes Restorative Education Equity Fund. Becomes operative on later of effective date of Act or October 1, 2021. Takes effect on 91st day following adjournment sine die.

Relating to vaccination against COVID-19; declaring an emergency.

Prohibits public body from issuing COVID-19 vaccine passport. Prohibits person or public body from requiring individual to state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Prohibits person or public body from requiring individual to wear face covering if individual does not state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Declares emergency, effective on passage.

Relating to towing; declaring an emergency.

Establishes State Board of Towing within Department of Transportation. Authorizes board to order department to deny, suspend, revoke or refuse to renew towing business certificate or letter of appointment to participate on rotational list of towing businesses for certain violations. Authorizes board to impose civil penalties for certain violations. Becomes operative January 1, 2022. Declares emergency, effective on passage.

Relating to mutuel wagering.

Authorizes exchange wagering on forms of mutuel wagering allowed by Oregon Racing Commission. Authorizes commission to regulate off-race course wagering on, and simulcast broadcasting of and wagering on, forms of mutuel wagering allowed by commission.

Relating to examinations of records of agricultural cooperative; prescribing an effective date.

Provides that board of directors of agricultural cooperative may not restrict, place conditions on or deny examination of agricultural cooperative's books and records of account, minutes or office records or prevent member or member's attorney from sharing information from books and records of account, minutes or office records if purpose of examination is to determine whether books and records of account, minutes and office records are accurate reflection of agricultural cooperative's financial condition or to provide evidence in action against agricultural cooperative in which truthfulness, accuracy, completeness or other condition of books and records of account, minutes or office records as representation of agricultural cooperative's financial condition is at issue. Takes effect on 91st day following adjournment sine die.
