Authorizes appointment of health care advocate to make health care decisions for individual with developmental disability receiving services through individualized written service plan if individual does not have guardian or health care representative. Specifies requirements for appointment of health care advocate, restrictions on health care advocate and rights of individual for whom health care advocate has been appointed.

Modifies ] Reduces length of time of parental desertion or abandonment of child resulting in forfeiture of parent's intestate share of child's estate and ] or parent's interest in property transferred from child to parent by transfer on death deed in parental forfeiture action to one year if person who would benefit from forfeiture is child or sibling of deceased child or three years for all others . Modifies burden of proof in parental forfeiture action to preponderance of evidence if person who would benefit from forfeiture is child or sibling of deceased child . Extends deadline for commencing parental forfeiture action to no later than one year after decedent's date of death if notice to interested persons not published. Prohibits parent or stepparent who abandoned child from receiving damages for wrongful death of child. Declares emergency, effective on passage.

Provides that brownfield granted property tax incentive benefit under chapter 96, Oregon Laws 2016, is eligible for ] may be granted any other special assessment, exemption or partial exemption granted under other law ] for which such property is eligible. Provides that total amount of all property tax benefits granted to brownfield under any law may not reduce property tax liability below zero for any property tax year. Provides that eligible costs of brownfield for purposes of determining property tax incentive benefit under chapter 96, Oregon Laws 2016, shall be reduced by any special assessment, exemption or partial exemption granted to brownfield under any law other than chapter 96, Oregon Laws 2016. ] Requires jurisdiction granting brownfield property tax incentive benefit to specify how jurisdiction intends to apply multiple property tax benefits and to notify county assessor of intended application. Takes effect on 91st day following adjournment sine die.

Authorizes Long Term Care Ombudsman to hire up to 10 deputy ombudsmen. Declares emergency, effective on passage.

Provides that labor organization's charging certain employees reasonable fees and costs for representation that is unrelated to negotiation of collective bargaining agreement is not unfair labor practice. Makes conforming changes. Declares emergency, effective on passage.

Requires nonprofit hospitals and their nonprofit affiliated clinics to establish financial assistance policies meeting specified criteria, including reducing charges to low-income patients. Establishes consumer rights with respect to billing and charges for services provided by nonprofit hospitals and their nonprofit affiliated clinics. Requires hospital to post certain information on website, including information regarding its community health needs assessment and three-year strategy to address health care needs of community. Requires Oregon Health Authority to establish community benefit spending floor for hospitals and affiliated clinics. Specifies process for setting community benefit spending floor and factors to be considered. Requires hospital to annually report to authority specified information regarding hospital, its health care facilities and its affiliated clinics. Prohibits insurer from prohibiting hospital from waiving all or part of copayments or deductibles as condition of reimbursement for services under policy or certificate of insurance.

Directs State Board of Pharmacy to adopt rules to require that prescription drugs for specified persons ] be labeled or dispensed with informational insert ] in English and other language upon request of practitioner, patient or patient representative . Specifies languages other than English to be used on label and insert and allows board to require additional languages. ] Allows board to determine prescription drugs for which additional informational insert in English and other language may be included. Requires that labels and informational inserts be available in at least 14 languages other than English. Directs board to update available languages at least once every 10 years. Exempts institutional drug outlets from requirements. Directs board to adopt rules to require pharmacy to post signage regarding patients' right to free, competent oral interpretation and translation services. Becomes operative January 1, 2021. Takes effect on 91st day following adjournment sine die.

Directs Department of Corrections, in cooperation with Oregon Criminal Justice Commission, to establish pilot program to provide legal services that assist women who are incarcerated at Coffee Creek Correctional Facility to reenter and reintegrate into local communities, to reduce womens' vulnerability to domestic violence and to obtain employment, housing services and other benefits. Sunsets December 31, 2021. Appropriates moneys from General Fund ] Increases appropriation to commission from General Fund , for biennium beginning July 1, 2019, to commission ] for purposes of carrying out provisions of Act. Declares emergency, effective on passage.

Prohibits retail establishments from providing single-use checkout bags to customers, except in certain cases. Prohibits restaurants from providing single-use checkout bags to customers. Requires retail establishments to charge not less than five cents each for recycled paper checkout bags, reusable fabric checkout bags or reusable plastic checkout bags provided to customers, except in certain circumstances. Requires restaurants to charge not less than five cents each for reusable plastic checkout bags provided to customers, except in certain cases. Establishes certain preemptive restrictions on local governments. Requires Department of Environmental Quality to report on certain impacts. Punishes violations by maximum fine of $250 per violation. Repeals statute requiring retail establishments that offer plastic bags to customers to also offer paper bags.

Requires pharmacies to notify person to whom prescription drug is dispensed of availability of prescription reader. Requires pharmacies to provide prescription reader to person who is blind. Exempts pharmacies located in correctional institutions ] institutional drug outlets from requirements. Defines "prescription reader." Requires State Board of Pharmacy to adopt rules. Declares emergency, effective on passage.
