Repeals sunset on moratorium on oil, gas and sulfur leasing in territorial sea. Prohibits Department of State Lands from leasing submerged and submersible lands within territorial sea for exploration, development or production of oil, gas or sulfur in territorial sea or for activities in furtherance of exploration, development or production within federal waters adjacent to territorial sea.

Prohibits landlord from terminating month-to-month tenancy without cause after 12 months of occupancy. Provides exception for certain tenancies on building or lot used by landlord as residence. Allows landlord to terminate tenancy with 90 days' written notice and payment of one month's rent under certain conditions. Exempts landlord managing four or fewer units from payment of one month's rent. Provides that fixed term tenancy becomes month-to-month tenancy upon ending date if not renewed or terminated. Allows landlord to not renew fixed term tenancy if tenant receives three lease violation warnings within 12 months during term and landlord gives 90 days' notice. Limits rent increases for residential tenancies to one per year. Limits maximum annual rent increase to seven percent above annual change in consumer price index. Requires Oregon Department of Administrative Services to publish maximum annual rent increase percentage. Declares emergency, effective on passage.

Urges federal government to adopt and enforce stringent regulations related to accuracy in wine labeling, packaging and advertising. Urges states to enter into mutual agreements related to enforcement of wine laws.

Establishes Task Force on Addressing Racial Disparities in Home Ownership. Directs task force to compile data concerning levels of home ownership among people of color in this state and identify barriers to home ownership. Requires task force to recommend solutions, including legislation, to modify practices or procedures for mortgage loan applications and approvals to eliminate any impermissible discrimination or barriers. Requires task force to report to Legislative Assembly by September 15, 2019. Sunsets December 31, 2019. Declares emergency, effective on passage.

Removes requirement that students who are not citizens or lawful permanent residents apply for official federal identification document to be eligible for exemption from paying nonresident tuition at public universities. Permits public universities, Oregon Health and Science University and community colleges ] Higher Education Coordinating Commission to provide scholarships and other financial aid to students who are not citizens or lawful permanent residents. Permits Oregon Health and Science University and community colleges ] to exempt from paying nonresident tuition students who are not citizens or lawful permanent residents. Declares emergency, effective on passage.

Requires community colleges, public universities and Oregon Health and Science University to provide certain rights to students ordered to federal or state active duty for 30 or fewer consecutive days. Declares emergency, effective on passage.

Requires Alcohol and Drug Policy Commission to report to interim committees of Legislative Assembly, no later than September 15 ] December 31 , 2018, its recommendations for scope and framework for its comprehensive addiction, prevention, treatment and recovery plan. Requires plan to be reviewed and updated by September 15 ] July 1 of each even-numbered year beginning July 1, 2020 . Requires Oregon Health Authority to report to Legislative Assembly on scope of alcohol and drug abuse and addiction in Oregon and on availability of prevention, treatment and recovery services. ] Grants specified powers to Director of Alcohol and Drug Policy Commission to carry out duties, functions and powers of commission. Declares emergency, effective on passage.

Modifies purposes for which certain percentage of moneys in Oregon Marijuana Account may be used. Applies to moneys transferred to account after effective date of Act , and before July 1, 2019 . Declares emergency, effective on passage.

Specifies that amount in account established for higher education expenses is disregarded for purposes of determining account owner's financial eligibility to receive assistance or benefit authorized by law, other than means-tested state financial aid for higher education, to extent permitted under federal law. Directs Higher Education Coordinating Commission to study potential effects on financial aid programs of excluding amounts in accounts established for higher education expenses from determination of expected family contributions and to study policies to incentivize saving for higher education expenses among families at or below median income. Applies to eligibility determinations made on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

Provides that outside compensation of employee of Oregon Health and Science University, public university or community college is not included in employee's salary for purposes of Public Employees Retirement System. Declares emergency, effective on passage.
