Modifies allocation formula for grants to regional assessment centers and community assessment centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for assessment centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Declares emergency, effective July 1, 2019.

Requires State Department of Fish and Wildlife to establish program for strategic investments in initiatives related to ocean acidification and hypoxia. ] Appropriates moneys from General Fund to department for purposes of program. ] Oregon Ocean Science Trust, State Department of Fish and Wildlife and Higher Education Coordinating Commission in certain amounts for certain purposes related to ocean chemistry. Declares emergency, effective July 1, 2019.

Appropriates moneys from General Fund to Oregon Military Department for distribution to counties for purpose of acquiring analog encoders for transmission of information to broadcasters in case of emergency. Appropriates moneys from General Fund to department for distribution to Oregon Public Broadcasting for purpose of upgrading, repairing or replacing elements of its signal distribution system. Declares emergency, effective July 1, 2019.

Requires division of Department of Human Services that administers Oregon Project Independence, in collaboration with area agencies, to study statewide expansion of Oregon Project Independence and resource needs of division if Oregon Project Independence is expanded statewide. Requires department, by September 15, 2021 ] 2020 , to report on study to interim committees of Legislative Assembly related to human services. Declares emergency, effective on passage.

Requires hospitals or health systems that own or operate, in whole or in part, health care facilities that charge facility fees to report specified information to Oregon Health Authority regarding facilities and to notify patients individually and through public displays of specified information regarding facility fees and costs to patients. Requires billing statements that include facility fees to include certain information. Prohibits facility fees for outpatient services located off of hospital's campus under certain conditions. Permits authority to impose civil penalty for failure of hospital or health system to report required information to authority.

Exempts from taxation amounts received from sale of real property to housing authority or community development corporation. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2023. Takes effect on 91st day following adjournment sine die.

Eliminates driving suspension for failure to appear on citation for traffic offense. Repeals driving privilege suspension for failure to pay traffic fines and eliminates imposition of driving privilege restrictions for failure to pay fine.

Lowers age under which person is required to wear protective headgear while operating motor assisted scooter.

Prohibits sale, purchase or use of pesticide chlorpyrifos. ] Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. ] Requires State Department of Agriculture to review current scientific data regarding safety of pesticide products containing chlorpyrifos. Requires department to report findings and recommendations to interim committee of Legislative Assembly no later than January 1, 2020. Requires department to review data for registered pesticide products containing chlorpyrifos and add additional restrictions as warranted. Sunsets January 2, 2024. Declares emergency, effective on passage.

Requires Oregon Health Authority to operate peer managed recovery centers in cities in this state with populations of 100,000 or more to provide peer mentor support and peer support services to individuals in recovery from addiction. ] Requires Oregon Health Authority to contract with at least four Recovery Community Organizations, in accordance with criteria adopted by Alcohol and Drug Policy Commission, to operate four recovery community centers in four different counties. Defines "Recovery Community Organization" and "recovery community center." Specifies requirements for centers. Requires authority to appoint Recovery Advocate to be responsible for developing and maintaining network of Recovery Community Organizations. Specifies portion of moneys set aside from Oregon Marijuana Account for alcohol and drug treatment that must be used for Recovery Community Organizations and recovery community centers.
