Requires Housing and Community Services Department, in certifying tax credits for affordable housing loans, to give priority to projects that develop affordable housing for sponsoring entities' employees who are direct care workers or human service workers. Applies to loans made on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.

Requires Department of Consumer and Business Services to review state building code for purpose of identifying provisions that unnecessarily prohibit, restrict or create disincentives for conversion of single-family dwellings into structures with two to four dwelling units designed primarily for permanent occupancy. Requires department to undertake rulemaking to amend or repeal provisions identified by review. Creates tax credit regarding amounts expended for conversion of single-family dwelling into structure with two to four dwelling units designed primarily for permanent occupancy. Applies for amounts expended during tax years beginning on or after January 1, 2020, and before January 1, 2026.

Removes entering or remaining unlawfully in or on public transit vehicle or public transit station as manner of committing crime of interfering with public transportation.

Expands health benefit plan coverage of childbirth and pregnancy-related health care expenses. Specifies reimbursement of services provided by freestanding birthing centers. Requires Department of Consumer and Business Services to report to interim committees of Legislative Assembly related to health on implementation of expanded benefits. Requires that specified services related to pregnancy and childbirth be covered by state medical assistance program. Requires Oregon Health Authority to prescribe uniform payment methodology for freestanding birthing centers.

Establishes Vacation Occupancy Task Force. Requires task force to report findings and recommendations to interim committee of Legislative Assembly related to housing on or before September 15, 2020. Sunsets task force December 31, 2020. Declares emergency, effective on passage.

Provides that use of certain name other than name displayed on government-issued identification document does not constitute crime of giving false information to a peace officer in connection with a citation or warrant.

Directs Commissioner of Bureau of Labor and Industries to appoint long term care wage board to examine factors that may present challenges to recruiting and retaining long term care employees. Prohibits employers from retaliating against long term care employees who participate in board activities. Permits commissioner to assess civil penalty against employers that retaliate against employees. Requires moneys collected as penalties to be used to reimburse board in carrying out board's duties. Requires board to adopt recommended compensation schedule for long term care employees. Requires board to submit annual report to Bureau of Labor and Industries. Allows Commissioner of Bureau of Labor and Industries to consider recommended schedule in establishing compensation rates for long term care employees. Takes effect on 91st day following adjournment sine die.

Requires Department of Human Services to adopt by rule program that provides financial assistance to recipients of supplemental nutrition assistance for purchasing locally grown fruits and vegetables from participating farmers' markets, farm share sites and retail outlets. Requires program match amounts that recipient spends on certain eligible foods. Appropriates moneys from General Fund to department to implement program. Declares emergency, effective on passage.

Directs Housing and Community Services Department to conduct study to estimate amount of additional homeless shelter capacity necessary in each county and cost of building or acquiring such capacity. Directs department to submit report on findings to Legislative Assembly by January 1, 2021.

Provides for regulation by Oregon Liquor Control Commission of consumption and sale of marijuana items at temporary events, including licensure of premises on which temporary events are held. Creates local option for cities and counties. Provides for regulation by commission of consumption and sale of marijuana items at cannabis lounges, including licensure of premises where cannabis lounges are located. Creates local option for cities and counties. Allows for delivery of marijuana items to consumers at specified permanent and temporary residences. Allows marijuana producers and marijuana processors to offer tours of licensed premises to members of public who are 21 years of age or older. Takes effect on 91st day following adjournment sine die.
