Directs Department of Corrections, in cooperation with Oregon Criminal Justice Commission, to establish pilot program to provide legal services that assist women who are incarcerated at Coffee Creek Correctional Facility to reenter and reintegrate into local communities, to reduce womens' vulnerability to domestic violence and to obtain employment, housing services and other benefits. Sunsets December 31, 2021. Appropriates moneys from General Fund ] Increases appropriation to commission from General Fund , for biennium beginning July 1, 2019, to commission ] for purposes of carrying out provisions of Act. Declares emergency, effective on passage.

Requires pharmacies to notify person to whom prescription drug is dispensed of availability of prescription reader. Requires pharmacies to provide prescription reader to person who is blind. Exempts pharmacies located in correctional institutions ] institutional drug outlets from requirements. Defines "prescription reader." Requires State Board of Pharmacy to adopt rules. Declares emergency, effective on passage.

Provides that agreement for deferred resolution of criminal cases ] conditional discharge for controlled substance offenses may not contain requirement that defendant enter plea of guilty or no contest. Applies to diversion offered by district attorney, conditional discharge for controlled substance offenses and diversion for driving while under the influence of intoxicants. ] Requires that agreement contain waiver of rights by defendant. Provides that agreement does not constitute admission of guilt and is not sufficient to warrant finding of guilty by court. Authorizes court to find defendant guilty of offense based on waiver of rights if defendant violates agreement. Declares emergency, effective on passage.

Requires counties with population of 650,000 or more to use proceeds from sale of foreclosed property to reimburse municipal liens against property for utilities improvements or seismic rehabilitation. Declares emergency, effective on passage.

Directs Department of Justice to administer violence prevention funding program in consultation with Attorney General's Sexual Assault Task Force. Authorizes department to adopt rules. Declares emergency, effective on passage.

Expands definition of "family member" for purposes of family and medical leave. Makes family and medical leave requirements applicable to all employers, regardless of size of employer. Reduces number of days and hours employee must work for employer in order to become eligible employee. Extends length of leave employee may take for bereavement. Extends length of leave employee may take for family and medical leave. Requires employer to grant family leave with pay. Allows employee to determine order in which accrued leave is to be used when more than one type of accrued leave is available to employee. Allows employee who separates employment with employer to automatically reestablish eligibility to take family and medical leave if certain conditions are met. Allows recovery of compensatory and punitive damages for civil action brought alleging violation of family and medical leave requirements. .

Directs State Board of Pharmacy to study feasibility of implementing, and to develop plan to implement, program to allow wholesale importation of prescription drugs into Oregon. Requires board to submit plan and report to interim committee of Legislative Assembly related to health care no later than June 30, 2020 . Takes effect on 91st day following adjournment sine die.

Authorizes State Treasurer to issue Article XI-Q general obligation bonds to finance construction and improvement of courthouses. Authorizes county and state to enter into long-term lease agreement or intergovernmental agreement with respect to ownership or operation of courthouse or portions of courthouse that county is required to provide, including law library, in order for county to receive bond proceeds.

Requires pharmacist to dispense controlled substance in Schedule II of federal Controlled Substances Act in lockable vial. Defines "lockable vial." Creates exceptions. Declares emergency, effective on passage.

Prohibits police officer from conducting or participating in activities intended to determine whether person has paid certain user charges, fees or tolls imposed by mass transit district.
