Requires hospitals and ambulatory surgical centers to adopt policies that require use of smoke evacuation system during surgical procedures likely to generate surgical smoke. Requires Department of Consumer and Business Services to enforce requirement during on-site inspections.
Requires each county to identify 10 most common languages spoken by residents of county. Requires Secretary of State and county to ensure state voters' pamphlet and county voters' pamphlet are translated into each of 10 identified languages and to make translated voters' pamphlets available on county website. Requires voters' pamphlets to include, in each of 10 identified languages, website address for translated voters' pamphlet. Applies to voters' pamphlets distributed on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Creates exception. Authorizes Oregon Liquor Control ] commission to grant variance or temporary exemption for specified cause and to exempt American viticultural areas from requirement ]. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Provides that municipal bank is not required to obtain deposit insurance from Federal Deposit Insurance Corporation. Provides that municipal bank may act as depository or custodian of public funds under certain conditions.
Requires health benefit plans, state medical assistance program, Public Employees' Benefit Board and Oregon Educators Benefit Board to pay for standard fertility preservation services for covered individual who will undergo medical treatment that is likely to result in iatrogenic infertility.
Alters commissioner composition of Higher Education Coordinating Commission by redesignating five current nonvoting positions as voting positions and by adding one additional position for graduate student attending public university.

Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums , with remaining 90 percent paid by state ] for employee coverage and 50 percent of increase in premium cost for employee and dependent coverage. Requires state to pay for remaining costs of insurance premiums out of moneys appropriated to Oregon Educators Benefit Board . Permits institution to agree through collective bargaining to pay portion of employee's premium share. Provides that employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Directs board to determine prior to open enrollment period whether it has received sufficient funds to cover required premium payments. Provides that if board has not received sufficient funds, board may require employee share to increase and that institution is not responsible for paying insurance premiums. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.
