Relating to sobriety checkpoints; prescribing an effective date.

Authorizes law enforcement agencies to establish sobriety checkpoints. Takes effect only if Senate Joint Resolution 1 (2017) is approved by people at next regular general election. Takes effect on effective date of constitutional amendment proposed in Senate Joint Resolution 1 (2017).

Relating to education; prescribing an effective date.

Requires Higher Education Coordinating Commission by rule to specify guidelines for reimbursing students who are residents of this state for tuition expenses that students incur for upper-division classes in mathematics at public university. Specifies conditions for reimbursement. Establishes Task Force on Creating Incentives for Mathematics Teaching in Oregon and prescribes membership. Requires task force to identify, describe and recommend specific and actionable strategies and best practices by means of which Oregon can increase number of teachers that teach mathematics in elementary and secondary schools, with emphasis on rural areas of state, and students who study and obtain degree in mathematics, with emphasis on students who are female or come from underrepresented groups. Sunsets task force on December 31, 2018. Takes effect on 91st day following adjournment sine die.

Relating to post-secondary education expenses; declaring an emergency.

Directs State Registrar of Center for Health Statistics to send to State Treasurer each calendar quarter names of children born in Oregon to residents of this state. Establishes Oregon Bright Futures Savings Fund for payment of qualified post-secondary education expenses for designated beneficiaries. Directs State Treasurer to create cohort account for all children born each calendar quarter and earmark moneys for each child. Allows use of earmarked moneys for payment of qualified post-secondary education expenses. Allows certain contributions to fund. Specifies purposes for which moneys may be used. Allows linkage to private financial accounts through financial aggregation software. Directs State Treasurer to report to Legislative Assembly in 2018 and 2019 on implementation of Act. Declares emergency, effective on passage.

Relating to lane of travel.

Requires certain persons to not drive in far left lane unless passing. Provides exceptions. Punishes by maximum fine of $250. Clarifies that certain persons must drive in far right lane.

Relating to food fish management policy.

Requires that state goals for food fish management ensure that certain decisions be made in consideration of and proportionate with revenues generated by recreational and commercial fisheries for State Department of Fish and Wildlife.

Adds Oregon Volunteer Firefighters Association to list of entities eligible for individual income tax return checkoff contribution. Provides conditions for use of contributions. Applies to individual income tax returns for tax years beginning on or after January 1, 2017. Takes effect on 91st day following adjournment sine die.
