Appropriates moneys from General Fund to Housing and Community Services Department for grants for air conditioning in multifamily affordable housing.
Requires licensed hospitals to include in hospital's discharge policy specified procedures for discharge of homeless patients.
Establishes Task Force on Reparations and directs task force to study and develop proposals for financial and nonfinancial reparations for Oregonians of African-American descent, develop appropriate methods for educating public about task force findings and recommend appropriate remedies based on task force findings. Sunsets December 31, 2024. Takes effect on 91st day after adjournment sine die.
Directs Oregon Health Authority to implement website with functionality to provide online scheduling portal for health care providers that participate in medical assistance to use to contact health care interpreters directly and to process billing. Specifies individuals responsible for designing website. Requires authority to work with members of Oregon Council on Health Care Interpreters and organized labor to assess feasibility of opening up access to website by all health care providers. Directs authority to submit request to Governor for legislative measure to effectuate expansion, if authority determines that expansion of access to website is feasible. Establishes two-year pilot program to provide financial assistance to health care interpreters. Requires authority to develop and implement system for tracking state and federal expenditures in this state on interpretation services. Establishes cause of action for patient or health care interpreter who suffers damages due to failure of interpretation service company or health care provider to comply with requirements for working with health care interpreters.
Makes unlawful practice for employer or employment agency to advertise job, promotion or transfer opportunity without disclosing pay range and employment benefits in job posting. Requires employers to maintain certain employment records for each employee. Makes violation unlawful practice. Permits Commissioner of Bureau of Labor and Industries to assess civil penalty against employer or employment agency for violation. Makes employment agencies subject to prohibition against inquiries regarding salary history and past criminal convictions. Becomes operative on January 2, 2024. Takes effect on 91st day following adjournment sine die.
Requires State Forestry Department to study community-based programs for reducing wildfire risk. Directs department to submit findings to interim committees of Legislative Assembly related to natural resources no later than September 15, 2024. ] Establishes policy of State of Oregon related to reducing number and intensity of wildfires. Instructs State Fire Marshal to establish grant and incentive program for reducing wildfire risk. Instructs State Fire Marshal to establish neighborhood protection cooperative program. Instructs State Fire Marshal to expand online presence of Department of State Fire Marshal in specified manner. Instructs State Fire Marshal to develop 20-year strategic plan that prioritizes fire resiliency and building fire-adapted communities. Instructs State Fire Marshal to establish interagency data collection system related to reducing wildfire risk. Instructs State Fire Marshal to biannually report on policy, grant and incentive program, neighborhood protection cooperative program and expanded online presence. Appropriates moneys to State Fire Marshal for deposit in Community Risk Reduction Fund for purposes related to grant and incentive program. Declares emergency, effective on passage.
Establishes Semiconductor and Advanced Manufacturing Talent Grant program. Requires Higher Education Coordinating Commission to administer program and provide grants to public universities and community colleges to support proposed programs or curricula that will effectively impart to students skills and proficiencies that are demonstrably in demand in semiconductor and advanced manufacturing industries. Appropriates moneys to grant program. Sunsets program on January 2, 2026. Declares emergency, effective July 1, 2023.
Requires Department of Revenue to study use of tax increment financing revenue received by urban renewal agency to finance infrastructure outside urban renewal area to compensate for displacement of persons by urban renewal agency's projects within area. Directs department to submit report to interim committees of Legislative Assembly related to revenue not later than September 15, 2024.
Prohibits denial of medical assistance on basis that individual under 19 years of age is in detention pending adjudication. Requires Oregon Health Authority to seek federal approval for federal financial participation in costs of providing medical assistance to such individuals. Requires Oregon Health Authority to conduct study, in consultation and collaboration with directors of county juvenile departments, agencies working with juvenile justice and youth health care systems, directors of juvenile detention facilities, Department of Human Services and Oregon Youth Authority, of needs of and barriers to youth in detention in accessing medical assistance and health care services. Requires Oregon Health Authority to report on study to interim committees of Legislative Assembly related to judiciary no later than September 15, 2025.
Creates Commission for Indigenous Communities. Prescribes duties of commission. Directs Oregon Advocacy Commissions Office to provide administrative oversight to commission. Allows Governor to assign member of Racial Justice Council as liaison with commission. Allows commission to provide nominee for appointment to Environmental Justice Council. Requires Department of Education to consult with commission in development of certain academic content. Takes effect on 91st day following adjournment sine die.
