Requires Department of Human Services to adopt by rule program that provides financial assistance to recipients of supplemental nutrition assistance for purchasing locally grown fruits and vegetables from participating farmers' markets, farm share sites and retail outlets. Requires program match amounts that recipient spends on certain eligible foods. Appropriates moneys from General Fund to department to implement program. Declares emergency, effective on passage.

Requires Higher Education Coordinating Commission to adopt statewide higher education equity plan and take plan into account in recommending to Governor appropriations for specified programs, facilities and investments and in advising Legislative Assembly, Governor, community colleges, public universities and other state boards and commissions on educational policies. Requires executive director of Higher Education Coordinating Commission to appoint Diversity, Equity and Inclusion Officer.

Modifies certain provisions relating to state initiative measures that require appropriation or expenditure of $500,000 or more in public moneys over a 10-year period. Takes effect only if House Joint Resolution 18 (2019) is approved by people at next regular general election. Takes effect on effective date of constitutional amendment proposed in House Joint Resolution 18 (2019).

Authorizes juvenile offender charged with offense subject to mandatory minimum sentence, who receives mandatory minimum sentence or other sentence of imprisonment, to be eligible for conditional release after serving at least one-half of sentence imposed.

Directs Public Employees' Benefit Board and Oregon Educators Benefit Board to establish pilot program allowing public employees to obtain health services from coordinated care organizations. Directs Public Employees' Benefit Board, Oregon Educators Benefit Board, Oregon Health Authority and Department of Consumer and Business Services to establish pilot program to consolidate health care coverage under health benefit plans offered by boards with coverage under state medical assistance program. Specifies requirements for pilot program. Requires authority and department to report on pilot program to committees of Legislative Assembly related to health care in 2021, 2023 and 2025. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

Provides that juror may not be identified by name in court proceeding open to public.

Requires permit for construction, installation or operation of system for on-site treatment and reuse of nonpotable water ] onsite nonpotable water system . Requires Environmental Quality Commission to adopt by rule risk-based water quality standards for on-site treatment and reuse of nonpotable water ] onsite nonpotable water system . Becomes operative January 1, 2020. Authorizes commission to take certain actions before operative date of Act. Declares emergency, effective on passage.

Permits Commissioner of Bureau of Labor and Industries, in consultation with Director of Department of Consumer and Business Services, to enter into written agreement, jointly or separately, with nonprofit organization to conduct outreach and education regarding rights and available remedies for labor contractors who engage in forestation and reforestation work. Requires commissioner to adopt rules establishing minimum criteria that nonprofit must meet to be eligible for funding to conduct outreach. Appropriates moneys from General Fund to the bureau to carry out provisions of Act. Declares emergency, effective on passage.

Prohibits sale or use of two-cycle gasoline-powered leaf blowers. Punishes violation by maximum fine of $1,000. Becomes operative January 1, 2023.
