Makes various changes to workers' compensation laws of this state. ] Provides that diagnostic services are compensable under workers' compensation law after industrial accident or occupational disease has been determined to be compensable and if diagnostic services are reasonable and necessary to identify nature or extent of medical condition that may be related to industrial accident or occupational disease. Specifies certain limitations. Provides that employer bears burden of proof in denial of coverage that otherwise compensable condition is no longer major contributing cause of need for treatment and disability of combined condition. Declares emergency, effective on passage.
Requires health benefit plan , coverage ] other than employer-sponsored plan, that covers cost of pregnancy care and childbirth to cover cost of pregnancy care and childbirth for surrogate mothers ] enrollee who is surrogate. Prohibits plan from requiring enrollee to reimburse plan for plan's costs or to assign to plan right to receive surrogacy payment.
Establishes pilot program for purpose of increasing number of public school students who are served by school social workers. Sunsets pilot program on June 30, 2024. Appropriates moneys for pilot program. Declares emergency, effective July 1, 2019.
Repeals $500,000 limitation on awards of noneconomic damages in civil actions seeking damages for bodily injury, death or property damage. Declares emergency, effective on passage.
Authorizes judicial officer to prevent activities that threaten access to state courthouses and court proceedings, and to prevent interruption of judicial administration, including protecting privilege from civil arrest at courthouses and court proceedings. Provides that person is not subject to civil arrest in state courthouse while attending court proceeding or having legal business in courthouse. Authorizes Attorney General or private person to bring civil action for violation.
Directs Department of Education to coordinate with Oregon career and technical student organizations in support of organizations. Establishes grant program for purpose of allowing school districts to provide summer career and technical student organization courses. Declares emergency, effective July 1, 2019.
Excludes credits earned in accelerated college credit programs from applying when determining eligibility for receiving Oregon Promise program grant or renewal of grant.
Allows school nurse, school nurse designee or designated primary caregiver of registry identification cardholder who is student enrolled in primary or secondary school to administer noncombustible medical cannabinoid product to student on premises of school or during school-sponsored event. Allows school to adopt policy prohibiting administration of noncombustible medical cannabinoid product to student. Takes effect on 91st day following adjournment sine die.
Designates June 2019 as Arab-American Heritage Month.
