Permits duplicate health benefit plan coverage for public employees. Deletes provision requiring Oregon Educators Benefit Board to use payment methodologies in self-insured health benefit plans offered by board that are designed to limit growth in per-member expenditures for health services to no more than 3.4 percent per year. Deletes provision requiring Oregon Educators Benefit Board to adopt policies and practices designed to limit annual increase in premium amounts paid for contracted health benefit plans to 3.4 percent. Takes effect on 91st day following adjournment sine die.

Declares water right for stored water to be water use subject to transfer. Makes process for transfer of water ] changing type of use applicable to qualifying right to store ] water right subject to transfer for stored water. Ratifies and declares valid past changes to type of use under water rights for stored water that have been approved and have become final. Standardizes terminology. Declares emergency, effective on passage.

Encourages restaurants offering beverages to list milk as option for purchase.

Removes future dangerousness as factor for jury to determine when deciding on sentence of death. Requires state to prove beyond reasonable doubt that defendant should receive death sentence. Specifies procedures for persons already sentenced to death to be resentenced to life imprisonment without possibility of parole. Takes effect on 91st day following adjournment sine die.

Requires that lactation consultant complete continuing education related to cultural competency approved by Oregon Health Authority or International Board of Lactation Consultant Examiners. Requires person to obtain lactation consultant license in order to perform lactation consultation. Takes effect on 91st day following adjournment sine die.

Directs Department of Transportation to study taxation with respect to heavy vehicles and to report its findings to interim legislative committees related to transportation on or before September 15, 2020. Takes effect on 91st day following adjournment sine die.

Grants higher property tax exemption for property of veterans with service-connected disabilities. Grants exemption for veteran's surviving spouse who remains unmarried. Takes effect on 91st day following adjournment sine die.

Establishes Organ Donor Registry and Public Awareness Fund. Directs Department of Transportation to accept donations to fund. Becomes operative January 1, 2021.

Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia qualifies for exemption from nonresident tuition and fees at public universities if student meets other tuition equity requirements. Provides that student who is refugee or special immigrant visa holder qualifies for exemption from nonresident tuition and fees at public universities. Declares emergency, effective on passage. .
