Establishes Bottle Bill Expansion, Access and Transparency Task Force. Establishes Bottle Bill Expansion Subcommittee and Bottle Bill Access and Transparency Subcommittee within task force. Directs task force to report to interim committee of Legislative Assembly no later than September 15 ] January 1 , 2022. Sunsets December 31, 2022. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

For purposes of Oregon Indoor Clean Air Act, expands definition of "public place" to include common areas of commercial residential buildings and residential buildings with two or more rental units. Increases distance from certain parts of public places and places of employment in which person may not smoke, aerosolize or vaporize from 10 feet to 25 feet.

Prohibits sale of products that make deceptive or misleading claims about recyclability. Directs Environmental Quality Commission to adopt rules for products that make claims about recyclability. Permits Department of Environmental Quality or any other person to bring action enforcing prohibition on sale of deceptive or misleading products. ] Imposes civil penalty of up to $25,000 per day of violation of prohibition. ] Applies to products sold on or after January 1, 2023. ] Establishes Truth in Labeling Task Force. Directs task force to report to interim committees of Legislative Assembly no later than June 1, 2022. Repeals labeling requirements for rigid plastic bottles and containers. Sunsets task force on December 31, 2022. Takes effect on 91st day after adjournment sine die.

Provides that certain aggregate data relating to reportable disease investigations are not confidential or exempt from disclosure under public records law unless data could reasonably lead to identification of individual. ] Directs Oregon Health Authority or local public health administrator to release aggregate information about reportable disease investigations that does not identify individual cases or sources of information, upon receipt of public records request. Declares emergency, effective on passage.

Requires at least two commissioners of Oregon Liquor Control Commission to have public health background. Declares emergency, effective on passage.

Requires employers of employees who engage in outdoor work activities to take certain actions to mitigate employee's risk of exposure to unhealthy air quality from wildfire smoke. Requires employers to determine concentration levels of particulate matter in air. Creates exemption for employers who require employees to wear certified respirators while performing outdoor work activities, regardless of concentration levels of particulate matter in air.

Disallows, for purposes of personal income taxation, mortgage interest deduction for residence other than taxpayer's principal residence, unless taxpayer sells residence or actively markets residence for sale. Phases out allowable deduction for interest for principal residence based upon income. Disallows deduction for principal residence above threshold income amount. Establishes Oregon Housing Opportunity Account. Transfers amount equal to estimated increase in revenue attributable to restrictions on deduction of mortgage interest to account. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.

Prohibits candidates for state office from accepting contributions in excess of amounts specified and from sources not specified. Prohibits certain political committees from accepting contributions in excess of amounts specified and from sources not specified. Creates small donor committee.

Modifies procedures for early medical release of adult in custody from prison. Directs Department of Corrections to inform adults in custody concerning release process and develop application form. Establishes Medical Release Advisory Committee within State Board of Parole and Post-Prison Supervision. Specifies qualifications of members of committee. Requires board to follow release recommendation of committee unless adult in custody poses specific danger to another person or public that outweighs compassionate reasons for release. Provides that staff attorney of committee may petition court for resentencing in order to effectuate early medical release. Directs Department of Corrections to annually report data concerning medical release to committees of Legislative Assembly related to judiciary. Declares emergency, effective on passage.
