Requires Director of Oregon Department of Administrative Services to study development and administration of program to make payments to essential workers for services performed during COVID-19 pandemic and report findings to interim committees of Legislative Assembly related to labor on or before September 15, 2023. Sunsets January 2, 2024.

Provides that prosecution in criminal case may not move to disqualify judge solely on basis that prosecution cannot have fair and impartial trial or hearing before judge. Provides that justifiable use of physical force in self-defense or in defending third person is affirmative defense when defendant engaged in, directed or otherwise participated in wrongful conduct that was intended to cause victim to be unavailable as witness, and did cause victim to be unavailable.
Proposes amendment to Oregon Constitution to specify that section restricting certain banks does not prohibit establishment of bank owned or operated by State of Oregon. Refers proposed amendment to people for their approval or rejection at next regular general election.

Directs Department of Education to develop and implement statewide education plan for students who are Native Hawaiian or Pacific Islander. Requires all statewide education plans to include strategies that provide for alignment with other statewide education plans. Directs Department of Education to evaluate and revise processes for collection of racial and ethnic data for purpose of developing and implementing statewide education plans. Declares emergency, effective March 9, 2022.
Establishes timeline for restrictions on sales of petroleum diesel for use in motor vehicles. Establishes timeline for restrictions on purchase of petroleum diesel for use in motor vehicles by public bodies. ] Directs State Department of Agriculture to suspend enforcement of restrictions if supply of renewable diesel is determined to be insufficient to meet anticipated demand. ] Directs State Forestry Department to study feasibility of converting lignocellulosic biomass derived from invasive tree species into renewable diesel feedstocks. ] Establishes Task Force on Renewable Diesel. Directs task force to study availability of renewable diesel, estimate current and future demand for diesel fuels, study incentives for increasing availability of renewable diesel and study implications of removing petroleum diesel from state marketplace.
