Relating to prescribed fires; declaring an emergency.

Directs Department of Consumer and Business Services ] State Forestry Department to establish Prescribed Fire Liability Pilot Program and administer program or authorize Oregon Insurance Guaranty Association to administer program ]. Establishes Prescribed Fire Claims Fund in State Treasury, separate and distinct from General Fund, for purposes related to program. Instructs State Forestry Department to report to Governor and committee or interim committee of Legislative Assembly related to natural resources on performance of program on or before April 1, 2028. Appropriates moneys to department out of General Fund for deposit in Prescribed Fire Claims Fund. Provides that authorization of certain burning and of activities under Certified Burn Manager program applies on lands within forest protection district. Sunsets program and fund January 2, 2028. Declares emergency, effective on passage.

Relating to hydrogen.

Establishes grant program within State Department of Energy to provide grants to fund replacement of generators that use diesel or fossil fuels with renewable hydrogen-fueled generators. Directs department to prioritize awarding grants for emergency shelters and infrastructure, facilities and buildings related to provision of critical public services, health care and utilities. Appropriates moneys from General Fund to Renewable Hydrogen-Fueled Generator Grant Fund. Directs department to develop planning goals for development of hydrogen production and storage and other hydrogen-related infrastructure. Directs department to incorporate planning goals into updated state energy strategy.

Creates Oregon Independent Science Review Board. Establishes Independent Scientific Review Secretariat as administrative section within Institute for Natural Resources at Oregon State University. Establishes Independent Scientific Review Fund. Relating to protections from debt collection; prescribing an effective date.

Specifies property and funds of judgment debtor that are exempt from execution or garnishment. Permits plaintiff to bring action, including class action, for unlawful debt collection practice within six years after discovering unlawful practice and increases amount of recoverable statutory damages. Takes effect on 91st day following adjournment sine die.

Relating to threatening a mass injury event; prescribing an effective date.

Creates crime of threatening a mass injury event. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Directs Department of Corrections and Oregon Youth Authority to distribute moneys to counties for purpose of funding supervision for persons convicted of or adjudicated for threatening a mass injury event. Appropriates moneys to department and authority for distribution. Takes effect on 91st day following adjournment sine die.
