Directs school districts to provide notice to parents or foster parents of every student with disability who was on abbreviated school day program at end of 2022-2023 school year or who had abbreviated school days during 2022-2023 school year. Establishes ranked choice voting as voting method for selecting winner of nomination for and election to offices of President of United States, United States Senator, Representative in Congress, Governor, Secretary of State, State Treasurer and Attorney General. Authorizes cities, counties, metropolitan service districts, school districts and local government and local service districts to elect to use ranked choice voting to nominate or elect candidates for relevant offices. Requires Secretary of State to establish program to educate voters about how ranked choice voting will be conducted in elections held in state. Prohibits nominating election for Commissioner of Bureau of Labor and Industries. Requires election for commissioner to be held at primary election, where election is conducted using ranked choice voting. Requires Secretary of State and county clerks to jointly submit reports to Legislative Assembly setting forth analysis of whether existing laws are inconsistent with effective and efficient implementation of ranked choice voting and detailing, to degree practicable, each expenditure secretary and county clerks must make to successfully implement ranked choice voting. Becomes operative on December 10, 2026 ] January 1, 2028 . Refers Act to people for their approval or rejection at next regular general election.
Declares legislative intent to address inequities facing Compact of Free Association islanders residing in State of Oregon.
Modifies definition of "compensation," for purposes of pay equity requirements, to exclude hiring bonuses and retention bonuses. ] Permits employer to pay employees at different compensation levels pursuant to retention bonus provided that employer does not discriminate in payment of retention bonus, and that retention bonus accounts for entire compensation differential. Declares emergency, effective on passage.
Directs Oregon Criminal Justice Commission to convene advisory council to consider policy implications of identifying specific crimes for which conviction is disqualifying conviction for individuals seeking licensure or registration from Teacher Standards and Practices Commission or seeking employment or contract with school district. Requires Oregon Criminal Justice Commission to submit findings to interim committees of Legislative Assembly related to education and judiciary not later than September 15, 2024. Declares emergency, effective on passage.
Allows gun dealer or person transferring firearms, firearm accessories, ammunition or ammunition components for purchase at gun show, or business engaged in repairing or servicing firearms to establish minimum age of 21 years for such purchases, repairs or services. Creates exemption from antidiscrimination statute for enforcement of policies that impose age-based restrictions on purchase of firearms, firearm accessories, ammunition or ammunition components or on repairing or servicing of firearms in place of public accommodation.
Directs Environmental Quality Commission to adopt standards prohibiting engine exhaust and evaporative emissions from new small nonroad engines beginning January 1, 2026, unless a later date is required by federal Clean Air Act. Directs Department of Environmental Quality to establish program to provide incentives for purchase of zero-emission small nonroad equipment. Takes effect on 91st day following adjournment sine die.
