Relating to marginal income tax rates; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Increases personal income tax imposed on certain taxpayers by raising rate and adding new bracket with higher marginal rate. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to labor peace requirements as a condition for cannabis-related licensure.

Requires Oregon Liquor and Cannabis Commission to require applicant for cannabis-related license or license renewal to submit signed attestation that applicant will refrain from interfering with labor organizing efforts or submit attestation that applicant and labor organization that is certified to represent employees of applicant have entered into and will abide by terms of labor peace agreement.

Relating to highway safety; declaring an emergency.

Appropriates moneys from General Fund to Department of Transportation, for biennium beginning July 1, 2023, for improving safety and increasing access to walking, biking and transit on state highways that serve as community main streets. Declares emergency, effective July 1, 2023.

Provides permanent revenue stream from Oregon Marijuana Account to fund ] Appropriates moneys from General Fund to Oregon Business Development Department to be used for Economic Equity Investment Program created under chapter 103, Oregon Laws 2022 (Enrolled Senate Bill 1579). Authorizes grant recipients to allocate grant moneys to any entity lawfully organized and operating under state law. Requires department, during rulemaking process, to consult persons and communities most likely to be affected by program. Relating to small-scale renewable energy.

Requires 10 percent of electricity sold in this state by each electric company that makes sales to 25,000 or more retail electricity consumers to be generated by small-scale renewable energy facilities or certain biomass facilities.
