Relating to housing for agricultural workforce; declaring an emergency.

Establishes Agricultural Housing Repair Fund. Continuously appropriates money from fund to Housing and Community Services Department for grants for repair or replacement of agriculture workforce housing. ] Requires Housing and Community Services Department to provide grants for urban community housing supporting agricultural employees. Relating to sources of drinking water; prescribing an effective date.

Requires Oregon Health Authority to ensure that communities in this state have access to safe drinking water. ] Directs authority ] Oregon Watershed Enhancement Board to establish grant program to provide grants to water suppliers to protect, restore or enhance sources of drinking water. Requires board to submit report on performance of grant program to interim committees of Legislative Assembly related to water no later than April 1 of each even-numbered year. Requires Department of Land Conservation and Development to study housing. Directs Environmental Quality Commission to establish transportation greenhouse gas reduction targets. Relating to a tax credit for affordable housing lenders; prescribing an effective date.

Expands purposes for which qualified borrower may use loan proceeds, in connection with tax credits allowed for affordable housing lenders, to include limited equity cooperatives, with certain conditions. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
