Requires person who owns assault weapon on effective date of Act to register assault weapon or take other specified action within one year of effective date of Act. Defines terms. Punishes violation by maximum of $2,000 fine, or by maximum of six months' imprisonment, $2,500 fine, or both, for second and subsequent convictions. Prohibits manufacture, transfer or possession of assault weapon except in specified circumstances. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires report of loss or theft of assault weapon. Punishes failure to report by maximum of 364 days' imprisonment, $6,250 fine, or both. Provides that information in report may not be used in prosecution for possession or transfer of assault weapon. Declares emergency, effective on passage.
Directs Public Employees' Benefit Board and Oregon Educators Benefit Board to establish pilot program allowing public employees to obtain health services from coordinated care organizations. Directs Public Employees' Benefit Board, Oregon Educators Benefit Board, Oregon Health Authority and Department of Consumer and Business Services to establish pilot program to consolidate health care coverage under health benefit plans offered by boards with coverage under state medical assistance program. Specifies requirements for pilot program. Requires authority and department to report on pilot program to committees of Legislative Assembly related to health care in 2021, 2023 and 2025. Provides for regulation by Oregon Liquor Control Commission of consumption and sale of marijuana items at temporary events, including licensure of premises on which temporary events are held. Creates local option for cities and counties. Creates local option for cities and counties. Allows for delivery of marijuana items to consumers at specified permanent and temporary residences. Prohibits retail pet store from selling or offering to sell dog, cat or rabbit acquired from source other than animal shelter or rescue organization. Imposes record keeping and signage requirements regarding dogs, cats and rabbits sold or offered for sale by retail pet store. Makes prohibited sale or offer to sell violation punishable by maximum of $500 fine.
