Sen. Lew Frederick

Creates crime of unlawful storage of firearm. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes second and subsequent convictions by maximum of five years' imprisonment, $125,000 fine, or both. Requires gun dealers to post notice concerning obligation to store firearms in safe manner. Prohibits sale, delivery or transfer of firearm to person convicted of unlawful storage of firearm for five-year period after conviction. Punishes unlawful sale, delivery or transfer by maximum of 364 days' imprisonment, $6,250 fine, or both.

Directs Department of Human Services to conduct annual in-person case planning with ward 14 years of age or older during which department informs ward that ward is eligible for transition services and provides ward with assistance in applying for ] accessing transition services, if applicable. Directs department to submit annual report on data relating to transition services for wards. Directs department to submit initial report no later than September 15, 2020. ] Appropriates moneys from General Fund to department for provision of transition services to wards.

Prohibits commercial sale of health information by covered entity, business associate, subcontractor, as defined by Health Insurance Portability and Accountability Act of 1996, or other third party, without authorization of individual whose health information would be included in sale. Makes violation of prohibition unlawful practice. ] Becomes operative January 1, 2021. ] Establishes Task Force on Protecting Health Information. Specifies membership and duties. Requires task force to report to interim committees of Legislative Assembly related to judiciary by December 1, 2019. Declares emergency, effective on passage.

Expands potential recipients of levee project grants to include any public body. Includes flood control embankments and flood control facilities as subjects of levee projects. Specifies certain financial conditions for levee project grants. Includes construction or capital improvement projects in definition of "levee project."

Applies retroactive to January 1, 2009, Oregon Life and Health Insurance Guaranty Association's $300,000 liability limit for long term care insurance. Declares emergency, effective on passage.

Requires police or enforcement officer to inform stopped person of reason for stop and that person has right to refuse request to search. Requires that officer provide name and badge number if stop does not result in arrest or citation.

Requires coordinated care organization to reimburse cost of services provided by school-based health centers to members of coordinated care organization at rate paid to in-network providers. Declares emergency, effective July 1, 2019.

Requires health benefit plan , coverage ] other than employer-sponsored plan, that covers cost of pregnancy care and childbirth to cover cost of pregnancy care and childbirth for surrogate mothers ] enrollee who is surrogate. Prohibits plan from requiring enrollee to reimburse plan for plan's costs or to assign to plan right to receive surrogacy payment.

Establishes Adult Suicide Intervention and Prevention Coordinator within Oregon Health Authority. Specifies responsibilities. Requires development of strategic plan to address suicides by adults and develop intervention strategies. Requires strategic plan to be updated every five years. Declares emergency, effective on passage.
