Prohibits State Board of Education from requiring, and school districts from administering, certain assessments to students enrolled or preparing to enroll in prekindergarten through grade two. Makes exception for assessments administered for diagnostic purposes as required under state or federal law.
Requires Oregon Health Authority to administer program to provide matching grants to registered sobering facilities. Appropriates moneys from General Fund to authority for grants. Declares emergency, effective July 1, 2019.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities if student meets other tuition equity requirements ] and is eligible to receive state and university scholarships or other financial aid . Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid . Directs Oregon Health Authority and specified professional regulatory boards to require licensees regulated by authority or board to complete continuing education related to suicide risk assessment, treatment and management and to report completion of continuing education to authority or board. Takes effect on 91st day following adjournment sine die.
Renames Port of Newport as Oregon International Port of Newport. Provides that commissioners of port are appointed by Governor for staggered two-year terms. Sets forth qualifications for commissioners. Provides that currently serving commissioners shall complete their terms unless earlier discharged by Governor.
Establishes Emergency Department Boarding Pilot Project in Oregon Health Authority. Establishes Task Force on Emergency Department Boarding. Specifies membership and duties. Declares emergency, effective on passage.
Increases corporate minimum tax. Increases rates of corporate excise tax to match personal income tax rates. Repeals provisions allowing personal income taxpayers to elect reduced rate on pass-through nonpassive income or income as sole proprietor. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
Supports development of closed-loop pump storage projects. Encourages Oregon utilities to use closed-loop pump storage.
Requires Department of Revenue to calculate effect of laws passed during previous two years on combined personal income tax and corporate income and excise tax liability of persons who have expended $10,000 or more on lobbying activities during previous two years. Requires department to provide report to Legislative Assembly naming 10 such persons whose tax liability decreased by greatest amount. Requires certain lobbyist statements to include taxpayer identification number of person on whose behalf lobbyist was registered.
Requires that value of returned funds taken as cash from person in custody must be equal to value of cash taken. Prohibits return of funds by payment card that decreases in value over time when not used or that imposes fee for use.
